    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 at the GS-12 level, in the Federal Service.

    Required Specialized Experience: In addition, to qualify for this position, applicants must also demonstrate all of the specialized experience elements: experience developing a variety of congressional reports, press releases and speeches; maintaining liaison with the Congress, the media and other organizations; developing and coordinating Congressional testimony and briefings; and, analyzing legislative, regulatory, policy, and other documents for potential impact on agency programs and activities.

    NOTE: A writing sample may be required at the time of interview.

    This position is outside the Bargaining Unit.

    This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

    No Relocation or Permanent Change of Station Incentives will be offered.

    There is no substitution of education for the required specialized experience at the GS-12 level.

    There is no substitution of education for the required specialized experience at the GS-13 level.

    Interpersonal Skills: Shows understanding, courtesy, sensitivity and consideration to the needs, feelings and capabilities of others; develops and maintains effective relationships with people of diverse backgrounds, as well as individuals who are appear difficult, hostile, or distressed.

    Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others; attends to nonverbal cues and responds appropriately.
