    Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-11 at the GS-12 level, in the Federal Service.

    Required Specialized Experience: In addition, to qualify for this position, applicants must also demonstrate all of the specialized experience elements: experience developing a variety of congressional reports, press releases and speeches; maintaining liaison with the Congress, the media and other organizations; developing and coordinating Congressional testimony and briefings; and, analyzing legislative, regulatory, policy, and other documents for potential impact on agency programs and activities.

    NOTE: A writing sample may be required at the time of interview.

    This position is outside the Bargaining Unit.

    This position will not be filled until the Department's Placement Assistance Programs have been fully utilized.

    Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others; attends to nonverbal cues and responds appropriately.

    Problem Solving: Identifies, analyzes and/or provides solutions to organizational problems; determines accuracy and relevance of information; uses sound judgment to generate alternative and make recommendations. Able to apply innovative solutions appropriately to make organizational improvements.

    Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior.

    Writing: Recognizes and uses correct English grammar, punctuation, and spelling; communicates information, which may include technical material that is appropriate for the intended audience.
