- Education: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (Exceptions to this requirement will be made for current employees who occupied a GS-1102-14 position on January 1, 2000).
- Training: Certification at either Defense Acquisition Workforce Improvement Act (DAWIA/Contracting) Level II or Federal Acquisition Certification in Contracting (FAC-C) Level II.
- Experience: Four (4) year's experience in contracting or related positions, at least one of which must be specialized experience at the GS-13 grade level. Examples of specialized experience include: developing procurement plans for acquisitions of large and/or complex multiple year projects; working with the full spectrum of contract administration of pre-award planning and decision making to post award adminstration and closeout; providing contract and business analysis recommendations to senior management; and drafting or implementing new or revised procurement policies and procedures.
