    The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.     You must meet the following requirements within 30 days of the closing date of this announcement.

    You must meet the basic education requirements outlined in A and B.

    A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.
    AND
    B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

    C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. 
     
    The training curriculum required for this positon (referenced in section A above) is completion of FAC-C Level I and Level II mandatory courses. FAC-C Level III is preferred, but not required. If the applicant holds a valid/current Defense Acquisition Workforce Improvement Act (DAWIA) Level II or Level III certification, then the applicant meets the training requirement.

    Specialized experience: To be qualified for this position, you must have at least one year of specialized experience equivalent to the GS-13 level. This experience is defined as:

    • Promoting the implementation of innovative practices and streamlined processes designed to improve procurement management and productivity; AND
    • Reviewing the design of customized acquisition strategies for unique/out of the ordinary procurements, ensuring compliance with federal laws, regulations, and policy ; AND
    • Analyzing procurement data from FPDS or other systems such as contracting writing/management systems to aggregate data, identify alternative strategies/outcomes, develop business cases and/or comparable position papers, establish performance measures


    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14, you must have been at the GS-13 level for 52 weeks.

    CONDITIONS OF EMPLOYMENT:
    - A one year probationary period may be required.
    - Must successfully complete a background investigation.
    - Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency

    - Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.  Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
    - Obtain and use a Government-issued charge card for business-related travel.
    - File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on.
    - Public Trust – Background Investigation will be required.
