    Selective Placement Factor: Must have served as a program manager in the civilian international humanitarian assistance arena and applied the humanitarian principles of humanity, neutrality, impartiality and independence which provide the foundation for humanitarian action in complex international disaster situations worldwide.

    Specialized Experience Requirement:

    For the GS-14: You must have one year specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as all of the following: Served as a program manager in the civilian international humanitarian assistance arena, including experience in the areas of grant, contract and/or agreement management for disaster response or recovery interventions in developing countries; AND interagency coordination related to US government humanitarian assistance programs overseas; AND contingency planning, advocacy and coalition building related to humanitarian assistance in complex humanitarian environments overseas.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Entrance on duty is contingent upon completion of a pre-employment security investigation. The position may require a Confidential, Secret, or Top Secret security clearance or be subject to a Public Trust background investigation at the time of appointment, and may be subject to reinvestigation every five years thereafter. A favorable adjudication of the clearance or background investigation at the time of
    appointment and on reinvestigations is a condition of employment.

    This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.
