  • You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
    A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service that demonstrates your ability to conduct the following activities: applying knowledge of the Freedom of Information Act, Privacy Act of 1974 and the Administrative Dispute Resolution Act of 1996; participating in a dispute resolution program and/or compliance program; and engaging in analytical and evaluative methods and techniques for assessing program development and execution, identifying best practices and problems, and formulating and implementing sound solutions that improve overall effectiveness and efficiency. OR
    B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or possession of a LL.M. degree, if related. Graduate level education must demonstrate the competencies necessary to do the work of the position, examples of qualifying fields include; OR
    C. A combination of education and experience as listed above.

    You may qualify at the GS-12 level, if you fulfill one of the following qualification requirements:
    A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service that demonstrates your ability to conduct the following activities: interpreting and applying knowledge of the Freedom of Information Act, Privacy Act of 1974 and the Administrative Dispute Resolution Act of 1996; participating in a dispute resolution program and/or compliance program and providing high-level services related to dispute resolution and compliance; evaluating methods and techniques for dispute resolution and/or compliance program development and execution, identifying best practices and problems, and formulating sound solutions that improve overall effectiveness and efficiency of dispute resolution and/or compliance program; analyzing and integrating trends and patterns based on diverse information and perspectives to determine the root causes of problems, identifying the best course of action, and prioritizing efforts; developing new insights and formulating creative solutions, considering the impact and implications of recommendations in the context of overall goals and objectives; formulating and presenting innovative ideas to enhance organizational efficiency, effectiveness, and productivity.

    A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service that demonstrates your ability to conduct the following activities: interpreting and applying knowledge of the Freedom of Information Act, Privacy Act of 1974 and the Administrative Dispute Resolution Act of 1996; participating in a dispute resolution program and/or compliance program and providing high-level services related to dispute resolution and compliance; achieving mutually satisfying agreements in negotiations with others by listening to different objectives, working collaboratively with all parties, effectively communicating own objectives, and seeking common ground; collecting, organizing, manipulating and analyzing data and other statistical information; creating and managing databases and complex data sets; designing and using surveys to collect data; presenting analytical findings and trends in textual and graphics formats; identifying and recommending modifications in policies, procedures and resource allocations; analyzing and integrating trends and patterns based on diverse information and perspectives to determine the root causes of problems, identifying the best course of action, and prioritizing efforts; developing new insights and formulating creative solutions, considering the impact and implications of recommendations in the context of overall goals and objectives; and formulating and presenting innovative ideas to enhance organizational efficiency, effectiveness, and productivity.
