If the position is accepted by the incumbent on the job, other application/resume of non-incumbents will not be reviewed. Summary: The Construction Surveillance Technician will observe non-cleared construction workers for any intrusion of hostile or non-permitted materials into a federal government construction project in Bethesda, Maryland. Essential Duties and Responsibilities: (Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position) * Actively watching and escorting non-cleared construction workers * Denying introduction of prohibited materials such as explosives, weapons, electronic devices, or other items as specified by the Accrediting Official (AO) or designee * Conducting random inspections of all site areas and bags to ensure no prohibited materials have been brought onto the site * Keeping daily logs, photos, and writing incident reports as needed * Reporting all anomalies and incidents of counterintelligence nature * Handling various other duties as needed Non-Essential Duties: * Other duties as assigned Supervisory Responsibilities: * NONE Minimum Qualifications: (To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.) * At least 5 years of experience in construction security surveillance, technical surveillance countermeasures, industrial or government security involving counterintelligence * Must have a DOS (SE-630) Construction Surveillance Technician certification * Knowledgeable of construction disciplines, structural designs and complexities * Able to work a consistent full-time or part-time guard schedule * Must have reliable transportation to and from the worksite * Must be able to work workdays and most weekends Knowledge, Skills and Abilities: * Knowledgeable of all construction disciplines, to include civil, architectural, mechanical, electrical and electronic engineering principals. * Shall be capable of reading and analyzing designs and blueprints, and recognizing the architects intended use * Shall be capable of analyzing designs and structural complexities, which are intended to mask an ulterior purpose not intended by the architect * Shall have knowledge of Technical Surveillance Countermeasures, construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance * Ability to become thoroughly knowledgeable of the customer's security procedures and the level of security required in various parts of each facility under construction * Must be able to write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action Shall be capable of independent decision making, possess a high degree of individual initiative and be able to function with minimal supervision Diversity: * Shows respect and sensitivity for cultural differences; Educates others on the value of diversity; Promotes a harassment-free environment; Builds a diverse workforce. Work Environment: * The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. * The employee will normally work in a temperature-controlled office environment, with frequent exposure to electronic office equipment. * During visits to areas of operations, may be exposed to extreme cold or hot weather conditions.
