    MOBILITY PLAN:  New employees hired pursuant to this vacancy announcement must sign a mobility agreement.  The purpose of ATF’s mobility policy is to enhance career development and progression, and achieve mission and business effectiveness.  To accomplish these objectives, the mobility plan will facilitate the movement of employees through special short-term assignments or permanent reassignments throughout the Bureau. Applicants who decline to sign a mobility agreement, as required, will be removed from the hiring process.

    GS-13: All applicants must have three years as a practicing attorney; extensive understanding and knowledge of laws and regulations relating to area of general criminal law matters and matters involving disclosure and/or protection of information; and have the ability to apply this knowledge to conducting research and develop advisory documents. Must have superior communications, analytical and writing skills.

    GS-14: In addition to the requirements of the GS-13, applicants must have five years as a practicing attorney; experience advising senior management officials in the area of general criminal internet investigations; and matters involving disclosure and/or protection of information. Attorney must also have experience working with issues related to the specialized experience that includes a high degree of difficulty and importance, including independently exercising responsibility for the provision of legal advice.

    GS-15: In addition to the requirements of the GS-14, applicants must have six years as a practicing attorney and experience with the duties and responsibilities of the position. The attorney also serves as lead attorney on extremely complex legal issues where there is little or no precedent, such as matters involving digital/virtual currency and virtual evidence. This includes laws and policies on capturing and maintaining digital evidence. The specialized experience must include providing legal advice in connection to internet-based crimes and electronic evidence matters.

    Applicants must possess a J.D. degree and be an active member in good standing of the bar of any state or territory, or the District of Columbia.

    Applicants will be rated on the extent and quality of their experience, education and training relative to the duties of the position. The applicant must specially address their qualifications and experience in their resumes to be considered qualified for each grade.

    Specialized Experience is experience which is in or directly related to the line of work of this position and which has equipped the applicant with particular knowledge, skills and abilities to successfully perform the duties of the position:

    1. Demonstration of original thinking, mature judgment, and sound reasoning are continually required as new problems of law, policy and procedures are presented for solution.
    2. Demonstrated ability to provide legal advice on the laws enforced by ATF, including the Gun Control Act, the National Firearms Act, and the Federal laws related to arson and explosives.
    3. Demonstrated ability to provide legal guidance and advice on matters of general criminal law (e.g., laws governing search and seizure, electronic surveillance, custodial interrogations, undercover operations, use of force).
    4. Knowledge of methods and techniques used in internet-based crimes related investigative, law enforcement and physical security programs.
    5. Knowledge and demonstrated ability to provide legal and technical advice on criminal investigations, including providing technical advice on developmental plans, and investigative and protective services program targets; methods and techniques used to investigate internet-based crimes.
    6. Superior analytical, written and communication skills.
