Job Announcement

Leads the Solid Waste Management's permitting functions. The position requires close liaison and collaboration with operations division facilities and compliance and enforcement functions, ensuring that permit office and enforcement staff have the critical information and resources needed to perform their permitting-related functions properly. Requires basic GIS experience to coordinate with GIS staff to create and revise Fairfax County Sanitary Districts. Meets with Board of Supervisors (BOS) and staff, civic associations, and chairpersons to answer questions on land property issues, costs and billing for county services, designating boundaries for Districts, and to resolve complaints. Develops and maintains a good working knowledge of the applicable state and county regulations, the petition process, collection service considerations, and the approval criteria for board actions. Researches and prepares Board packets, resolutions, legal boundary descriptions and maps. Attends public hearings representing the division, and responsible for maintaining the sanitary district master files with records of legal boundary lines, service levels and the BOS approved actions. The position also trains operations staff in their permitting duties and functions and performs QA/QC on work from the field, developing and implementing related procedures and other guidance documents, and overseeing the permitting process on a day-to-day basis. Analyzes data and makes recommendations to agency leadership and provides customer service directly to stakeholders and the regulated community through written and oral communications.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area; plus two years of professional work experience within the functional area such as human resources, budgeting and financial management, contract administration and business management, statistics, mathematics, or related field.

PREFERRED QUALIFICATIONS:
Good working knowledge of chapter 109.1 and the agency's permitting and/or compliance functions. Demonstrated ability to collaborate across divisions and internal teams. Ability to concentrate and to provide detailed and accurate work products on a consistent basis. Ability to perform QA/QC function and provide feedback and correction in a positive and supportive manner. Strong affinity for computer work, particularly spreadsheets.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's is required.

PHYSICAL REQUIREMENTS:
With or without reasonable accommodation. Ability to stand, stoop, bend, stretch, walk, climb, sit, kneel, crouch, reach, crawl, lift and handle materials with manual dexterity. Ability to lift up to 25 pounds. Ability to input, access, and retrieve information from a computer. Ability to perform repetitive hand, arm, wrist and shoulder movements. Ability to walk, negotiate or traverse property sites that may be undergoing construction or having terrain that is not level. Work requires performing tasks in an environment in which raw waste is present.

The appointee of this position will be required to complete a criminal background check and driving record check to the satisfaction of the employer as a condition of initial or continued employment.
