Job Announcement

Under the supervision of the Human Resources Generalist IV (HRG IV), performs professional entry level human resources generalist work in key human resources functional areas, with a focus on recruitment. Supports recruitment activities consistent with the implementation of department's workforce planning strategy. Collects data, prepares reports and conducts analysis. Assists with employee relations issues. Prepares job aids for managers and staff to support performance of critical payroll and HR-related tasks. Primary contact and assistance with other leave (advance sick, parental, transferred, etc.) for NCS employees. Performs related work as required for the benefit of the department and participates in department or county committees and work groups as needed.

Specific duties are as follows:
  • Conducts agency recruitment processes using standard recruiting and hiring practices and procedures necessary to recruit and hire a superior work force. Advises managers and conducts critical tasks during recruitment processes.
  • Assists management in preparation of job descriptions and advertisements.
  • Conducts employee relation activities and provides support for related confidential personnel concerns.
  • Serves as FMLA and ADA coordinator for assigned program locations. Documents, prepares correspondence, and tracks all agency FMLA requests and ensures compliance with all applicable laws and policies.
  • Utilizes FOCUS for HR related data and prepares reports.
  • Conducts research, designs and produces reports and queries, performs analysis and makes preliminary recommendations for human resources management decisions.
  • Maintains and updates the NCS HR Unit SharePoint site.
  • Communicates with supervisors in NCS due dates and tracks completion of employee performance evaluations both annual and probationary in compliance with county, Agency and HR policy.
  • Provides updates and training to all agency supervisors and staff on HR policies and procedures.

Additional Work Schedule Requirements: For special assignments/deadlines, alternate/flex schedule or comp time may be required.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in human resource management, public administration, or a related field.

BRIDGE CLASS EMPLOYMENT STANDARDS:

Four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical administrative experience in the assigned functional area, comparable to experience at the Administrative Assistant IV, or higher, level.

The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

PREFERRED QUALIFICATIONS:
• Bachelor degree in in human resource management, public administration, or a related field.
• Experience working as entry level human resources generalist.
• Knowledge of federal, state and local HR laws and regulations.
• Experience administering Family and Medical Leave Act, Americans with Disabilities Act, and Worker's Compensation.
• HR certification a plus (PHR, SHRM - CP).
• Advanced skills in Microsoft Office, Excel, Word and Outlook.
• Experience with human resources information systems.
• Demonstrated ability to communicate effectively with employees at all levels.
• Attention to detail, problem solving skills and ability to simultaneously manage multiple tasks in a fast-paced environment.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a check of the child protective services registry to the satisfaction of the employer.

PHYSICAL REQUIREMENTS:
Work is generally sedentary; however, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations to county staff and community. All duties performed with or without reasonable accommodations.
