Job Announcement

Position is located at Foundations (Lee Highway, Fairfax, VA 22030), community-based residential treatment program for adolescent females court ordered into the program through probation or monitored by a community based case manager. The primary goal is to assist the client and family in addressing the underlining issues that brought them to the attention of the Foundations Program, and increase the ability to accept personal responsibility through therapeutic treatment. Provides direct sight and sound supervision to client in the milieu. Conducts psycho-education, process and support groups. In addition, will coordinate recreational and community activities for the clients, and provide case management support in connecting clients to resources. Assists the primary and family counselors with treatment goals and planning on an as needed basis. Ensures facility operation and building safety, maintenance, and security on evening, overnight, and weekend shifts. Ensures the health care and physical well-being of clients through appropriate disbursement of medication and administration of first aid. Operates a 15-passenger van and transports residents and families to a variety of community activities. Community Based Services. Requires work in the community. Meets with clients and families in their home, or a neutral community location (probation office, library, etc.). The Community-Based Services Program offers intensive, in-home counseling for clients on probation who score moderate to very high on the Youth Assessment Screening Instrument (YASI), are at risk for out-of-home placement or are transitioning home from an out-of-home placement. Services can be provided for up to six months. The counselor will meet with the client and/or family in the community for up to 10 hours a week. Provides mentoring, conducts individual and family assessments, implementing, and monitoring delivery parts of individual service plans. Prepares progress evaluation reports and court summaries and attend court hearings with clients. Position is considered "essential personnel" and will be required to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation (i.e., weather, transportation, other disaster). Residential duties.

NOTE: The salary offer for the position will not exceed the mid-point of the advertised salary range.

Illustrative Duties

Residential Services:
  • Positions located in a residential facility supervise and direct house routines and therapeutic programs;
  • Ensures that residents maintain behavioral norms;
  • Coordinates and implements a residential program area such as recreational, educational or employment activities;
  • May drive a passenger van for educational and recreational trips;
  • Maintains on-going contact/communication with victims and witnesses during investigation and judicial proceedings;
  • Works with and assists the officers and detectives within a district station assignment with the victim services and referrals;
  • Provides court accompaniment to crime victim and witnesses for all court proceedings in the Juvenile and Domestic Relations, General District and Circuit Courts;
  • Responds to call-outs to crime scenes and other locations to provide immediate crisis intervention and support;
  • Provides training to departmental staff, commonwealth attorneys, judicial staff, and other relevant community organizations
Counseling and Treatment Services
  • Conducts intake interviews and supervises offenders/defendants through office and home visits to verify compliance with court-orders;
  • Formulates treatment or rehabilitation plans for and presents written or oral recommendations for adjustment of behavior;
  • Supervises and monitors community service requirements; schedules payments, collects court costs and restitution; monitors urine tests;
  • Supervises visits or exchanges according to court orders or other relevant agreements;
  • Provides intensive supervision/monitoring, counseling and treatment of juvenile and adult offenders;
  • Interviews juvenile or adult offenders, their families and related persons to determine the nature of the adjustment difficulty;
  • Refers offenders/defendants to other agencies or facilities as needed and maintains liaison with service providers to coordinate evaluations;
  • Conducts field investigations;
  • Testifies in court and provides required written reports on adjustment and compliance to courts;
  • Documents and maintains prescribed records of casework services and periodically compiles related statistics:
  • Aids clients in obtaining employment;
  • Arranges for the court appearance of the client and family;
  • Informs clients of available community resources;
  • Arranges appointments for medical examinations and psychological testing;
  • Cooperates with representatives from State and local social service and law enforcement agencies in cases of mutual interest;
  • Composes and dictates case records, petitions and correspondence;
Intake Officer
  • Provides intake services, determines probable cause, issues related to jurisdiction, venue and appropriateness of filing petitions and/or issuance of detention or shelter care orders; Reviews complaints filed by law enforcement and citizens, conducts assessments to determine appropriateness for diversion;
  • Case manages diversion clients;
  • Decisions are made in compliance with the Code of Virginia, and Department of Juvenile Justice and/or Court Services Unit policies and procedures


Required Knowledge Skills and Abilities

  • Ability to interview and counsel clients;
  • Ability to prepare complete case records and reports;
  • Ability to develop effective working relationships with a variety of individuals.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university with a bachelor's degree in social/behavioral sciences, criminal justice, or education plus two years of professional experience in probation work, social work, criminal justice, juvenile justice, education, or counseling. A master's degree in the disciplines above may be substituted for one year of the required experience.

CERTIFICATES AND LICENSES REQUIRED:
Must have a valid driver's license. The following certifications must be obtained within a specified time frame after appointment and recertification annually thereafter: First Aid and CPR; and Handle With Care (physical restraint procedures and techniques) within 30 days. Medication Management within 6-months.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a check of the Child Protective Registry, a driver's license check, and a medical examination to the satisfaction of the employer prior to employment. A TB screening upon hire and annually thereafter.

PREFERRED QUALIFICATIONS:
Experience within residential services and behavior management. Knowledge of juvenile justice reform and transformation. An understanding of the unique services needed for females involved with juvenile justice. Knowledge and experience with implementing trauma informed services. Experience creating and running psycho education and process groups. The ability to work in a diverse team. Certification in Handle with Care, CPR, First Aid, Medication Administration, and ServeSafe. In addition, the ability to speak, read and write fluently in Spanish.

PHYSICAL REQUIREMENTS:
Must be able to supervise and participate in educational and recreational activities with adolescents. Must be able to physically restrain acting out youth using proper handle with care techniques. Must be able to operate a motor vehicle. Physical requirements can be performed with or without reasonable accommodations.
