This role is in the Division Risk Officer (DRO) group of the Risk and Finance Strategic Operations department in Finance. Finance Division Risk officer is part of the 1st Line of Defense and responsible for establishing governance over operational risk management in the Finance division. Finance DRO is also responsible for leading the division-wide effort to comply with corporate requirements established under Enterprise Operational Risk Management framework including Corporate Policies and Standards. This role is responsible for leading the development of divisional operational risk standards and/or procedures, KRIs and KPIs to monitor the operational risks and reporting operational risk profile and issues. This role will also collaborate closely with Finance business area management, through on-going risk assessment and process design review, to help improve operational risk identification, assessment, management and documentation. The Risk Control Manager will work on diverse and sometime complex issues that are often time sensitive and have a high-level of visibility within Finance and across the company.

Job Responsibilities:

Operational Risk Management Framework
  • Work with 2nd Line of Defense in developing corporate operational/compliance risk policies/standard and governance frameworks impacting Finance
  • Lead the development and reporting of Operational Key Risk Indicators and Key Performance Indicators for the Finance Division
  • Lead compliance/gap analysis against corporate policies and standards (e.g. business resiliency risk, information risks, vendor risk and compliance risk)
  • Lead the development of divisional operational risk standards and/or procedures to comply with corporate requirements

1st LOD Operational Risk Management Activities
  • Lead the development of Finance self-testing plan and monitoring execution towards the plan
  • Lead the design review of Finance business processes to help improve process effectiveness and efficiency
  • Lead the development Finance data governance framework to support Finance data management strategy
  • Lead Finance efforts in compliance with regulatory requirements (e.g. FHFA requirements) and corporate requirements including issue remediation effort.
  • Support the quarterly Finance Operational Risk Profile aggregation analysis process, including assisting with report production.
  • Develop relationships across Finance departments and company.
  • Negotiate and influence situations and people.


Qualifications

Responsible for managing controls with respect to risk to the firm's financial statements by ensuring that adequate controls, risk reporting and analysis are in place. Incumbents will work closely with divisional management to identify and implement the necessary risk control requirements. Development and preparation of timely, accurate and effective risk control analysis and operational procedures is key. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals. Provides guidance to subordinates within the latitude of established company policies. Recommends changes to policies and establishes procedures that affect immediate organization's operation. Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends. Acts as an advisor to subordinates to meet schedules and/or resolve technical problems. Develops and administers schedules, performance requirements; may have budget responsibilities. Often must lead a cooperative effort among members of a project team. Manages the coordination of the activities of a section or department. College Degree or equivalent experience; advanced studies/degree preferred. Typically has 8-10 years related experience and 2+ years management experience.
