  • Incumbent subject to after duty hours recall based on operational situations. The work is demanding. Incumbent required to work long hours over extended periods of time, possible months in duration
  • Work is in a field support setting or traditional office setting in a windowless vault/secure Special Compartmented Information Facility (SCIF) with artificial lighting and air conditioning and heating
  • This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Supervision/Management" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

    QUALIFICATION REQUIREMENTS

    Experience: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

    3.     KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
    1. Expert knowledge of Intelligence Community, DoD, Joint and USAF policies on C4I conventions and infrastructure, and COMPUSEC including specific requirements of classified networking and automated messaging systems
    2. Comprehensive knowledge of the theory and principles of information technology management and resource/life cycle management associated with the resources required to sustain C4I across the enterprise.
    3. Knowledge of qualitative and/or quantitative methods to participate in the assessment and improvement of the organization's highly complex compartmented C4I systems associated with conducting major intelligence operations, research, planning, training, strategy, and systems administration.
    4. Knowledge of agency and command program goals and objectives, the sequence and timing of key operational events and milestones, methods of evaluating the effectiveness of planning actions related to actual events, and the relationship of the various government entities involved in overall C4I planning and execution of military intelligence operations and evaluations.
    5. Thorough knowledge of all aspects of supervisory and personnel management, to include but not limited to training, supervision, guidance and direction and the ability to inspire, motivate and guide others to accomplish goals and make recommendations to resolve problems.
    6. Skill in application of analytical methods and techniques (eg, cost-benefit analysis, network performance analysis, customer satisfaction surveys) to analyze and evaluate the effects of changes in C4I infrastructure and policies and to conduct economic and cost studies/analyses to improve resource management.
    7. Skill in conducting comprehensive studies and preparing solutions to resolve substantive problems and issues of effectiveness and efficiency of work operation in a major/combatant command program.
    8. Ability to plan, organize, and interact effectively with senior information technology managers/military officers and management to submit, accept and/or implement recommendations where proposals involve substantial resources, and require changes in established concepts and procedures.
    9. Ability to accurately, concisely, and effectively communicate both orally and in writing, coordinate complex issues and maintain good working relationships.
    10. Leadership ability, including the ability to coach, mentor, and challenge subordinates, ability to adapt leadership style to a variety of situations, and ability to model high standards of honesty, integrity, trust, openness, and respect for the individual by applying these values to daily behaviors.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

    Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017 suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
