    The GS-13 salary range starts at $99,172.00 per year, if you meet the following qualifications. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement. To qualify, you must demonstrate at least one year specialized experience equivalent to the GS-12 level in the Federal service.

    Specialized experience is experience developing and applying training and organizational development concepts and skills to improve the effectiveness and efficiency of organizational development programs. Examples of such experience are:

    • Designing and leading activities that enhance employee, team and organizational performance;
    • Providing consultation on organizational development programs to management officials;
    • Developing and/or providing training, coaching, and facilitation tools and services;
    • Developing and analyzing results of surveys and assessments;
    • Developing and implementing employee engagement and change management activities.

    Bargaining Unit status:  Not Covered

    You will be evaluated on the questions you answer during the application process, which will measure your overall possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.

    1. Mastery of, and skill in applying, organizational development and training learning theories, concepts, laws, regulations, and principles, GSA policies and programs, as well as state-of-the-art theories and practices regarding training, career and organizational development. 
    2. Expert knowledge, and experience, in using the theories and principles of assigned areas of responsibility (e.g., instructional design/curriculum development, employee engagement, organizational development, change management, facilitation, coaching, teambuilding, etc.) gained through education and training applicable to a variety of stages in program design, delivery and evaluation processes
    3. Expert knowledge of analytical and evaluative tools and methodology to collect a wide range of information on a given area needing improvement.  Ability to resolve broad, complex, and unprecedented assessment, evaluation, control, and resource allocation problems; and an ability to provide authoritative advice to management throughout the organization.
    4. Ability to communicate complex ideas both written and verbally in order to formulate and present findings, briefings, project papers, status reports, and correspondence to foster understanding and acceptance of findings and recommendations. Ability to work with and through others to achieve goals and impact results.
