Fairfax County Streetlights Section of the Department of Public Works and Environmental Services
boasts a top notch team of specialized Streetlight Illumination Engineers that provides photometric design and review to support many agencies within Fairfax County and other State Agencies. Fairfax County seeks an experienced Illumination Engineer to assist and convert HID streetlights to LED for one of the largest municipal streetlight inventories in the state. Also, duties of this position include specialized experience in the field of Smart City Streetlights and will also
serve as the Smart City Streetlight Coordinator. Serves as a point of contact for the daily coordination with the electric utility companies on the conversion of the C apital Facilities inventory of 58,700 Streetlights to LED. Prepares sketches and designs to ensure the most cost effective streetlight conversion layout is provided in accordance with the Public Facilities Manual (PFM), Board of Supervisor (BOS) approved criteria, and engineering standards and practices. Applies PFM regulations and best illumination engineering practices in accordance with the ANSI/IESNA, American National Standard Practice for Roadway Lighting / Illuminating Engineering Society of North America on roadway, parking lot and pedestrian lighting designs. Uses AutoCAD and Illumination Engineering software to run photometric calculations on streetlight conversions for the proper lumens equivalencies. Submits streetlight layout sketches and designs to electric utility companies for LED conversion implementation. Requests utility companies to submit electrical sketches, designs and cost estimates for the requested streetlight conversion layouts. Ensures that the electrical lighting designs prepared by the utility companies conforms to the submitted plans and sketches. Reviews electrical utility streetlight cost estimates for approval and writes authorization letter to utility companies to proceed to schedule installation and construction of streetlight conversions. Utilizes computer system software applications to update streetlight processes to include streetlight design parameters, cost encumbrances and expenditures, final cost payments and to provide project status. Prepares correspondence and addresses citizen issues and concerns on LED streetlight conversions. Arranges and conducts meetings with Citizens and Utility companies on streetlight issues. Conducts field work as necessary in the daytime and night to evaluate existing lighting conditions, obtain lighting field data, and to resolve utility conflicts. Utilizes and edits the County GIS Streetlight layer for the inventory of streetlights. Maintains a high level of education and awareness of developments in Smart City technology by conducting research and attending meetings, demos, conferences and relevant events. Recommends Smart City products, solutions and strategies based upon best engineering practices and research. Coordinates planning processes with County Departments to support Smart City strategic and operational planning activities. Works with the county's Information Technology department to ensure proposed and planned Smart City Streetlight projects are supportable and maintainable.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, training and experience equivalent to: graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architectural field; PLUS four years of progressively responsible professional experience in the appropriate engineering field.

PREFERRED QUALIFICATIONS:
Four years or more of progressively responsible professional experience in Illumination Engineering and Streetlight design.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required. Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity.

NECESSARY SPECIAL REQUIREMENTS:
Is required to complete a criminal background check and driving record check to the satisfaction of the employer. Participation and attendance to evening meetings is required.

PHYSICAL REQUIREMENTS:
Duties performed with or without reasonable accommodation. This position requires one to: physically negotiate rough terrain and typical construction sites. Ability able to hear in order to recognize backup alarms of the construction equipment. Able to climb construction ladders up to 15 feet.
