  • Time-in-Grade Requirements: Merit promotion applicants having held a GS position in the past 52 weeks must meet applicable time-in-grade requirements. One year at the GS-13 is required to be eligible for the GS-14 level. One year at the GS-14 is required to be eligible for the GS-15 level. Time-in-Grade requirements must be met by the closing date of the announcement. Applicants MUST submit an SF-50 that illustrates time-in-grade and reflects title, series, and grade. No Award SF-50 will be accepted. Time-in-grade requirements also apply to VEOA applicants having held a GS position in the past year.

    Basic Requirements:
    Applicants must have a degree in range management; or a related discipline that included at least 42 semester hours in a combination of the plant, animal, and soil sciences, and natural resources management, as follows:
    • Range Management -- At least 18 semester hours of course work in range management, including courses in such areas as basic principles of range management, range plants, range ecology, range inventories and studies, range improvements, and ranch or rangeland planning.
    • Directly Related Plant, Animal, and Soil Sciences -- At least 15 semester hours of directly related courses in the plant, animal, and soil sciences, including at least one course in each of these three scientific areas, i.e., plant, animal, and soil sciences. Courses in such areas as plant taxonomy, plant physiology, plant ecology, animal nutrition, livestock production, and soil morphology or soil classification are acceptable.
    • Related Resource Management Studies -- At least 9 semester hours of course work in related resource management subjects, including courses in such areas as wildlife management, watershed management, natural resource or agricultural economics, forestry, agronomy, forages, and outdoor recreation management.

    Combination of education and experience that includes at least 42 semester hours of course work in the combination of plant, animal, and soil sciences and natural resources management shown above, plus appropriate experience or additional education.

    Minimum Qualifications

    To be qualified at the GS-14 level, applicants must have at least one year of specialized experience equivalent to the GS-13 level in the Federal service that included: 1) interpreting and developing policies, rules, manuals, laws, and scientific/technological information; 2) providing technical advice related to the rangeland, pastureland, and grazing sciences; and 3) recommending solutions to highly visible problems and concerns that include grazing and impacts on natural resource conservation. (Must be reflected in resume.)

    To be qualified at the GS-15 level, applicants must have at least one year of specialized experience equivalent to the GS-14 level in the Federal service that included: 1) generating new rangeland or pastureland management concepts and methodologies that demonstrate the development, management, and maintenance of rangeland and pasturelands to conserve soil, water, air, plants, and animals; 2) addressing and resolving grazing lands problems with the assistance of multi-disciplinary or cross functional teams; 3) developing program policies and procedures; and 4) managing rangeland and pastureland programs and practices that balance the economic health of agricultural, commercial, and industrial interests with the goals of environmental groups.
