    Duties, responsibilities and qualification requirements vary in complexity among grade levels as noted below.

    GS-12: 

    Candidates must have one full year of specialized experience at or equivalent to the GS-11 level. Specialized Experience is defined as: Experience planning or operating the Bulk Power System, or analyzing the Bulk Power System to identify reliability or engineering issues.

    GS-13

    Candidates must have one full year of specialized experience at or equivalent to the GS-12 level. Specialized Experience is defined as: Experience analyzing complex Bulk Power System engineering issues and a demonstrated ability to perform complex technical studies and analyses of Bulk Power System events.

    GS-14

    Candidates must have one full year of specialized experience at or equivalent to the GS-13 level. Specialized Experience is defined as: Significant responsibility and experience analyzing complex Bulk Power System events and engineering issues, and leading teams in conducting planning or operating studies and developing power system analyses reports.

    • Knowledge of the North American Electric Reliability Corporation (NERC) reliability principles and standards and an understanding of utility regulations, principles, and practices for the regulation of the electric utility industry.
    • Ability to effectively present findings and recommendations both orally and in writing.
