Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade:
Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-12 grade level for consideration for the GS-13 grade level.)

For the GS-13 level: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that demonstrates:
- Conducting research, compiling data, assisting in analysis, assisting in developing policies and procedures, and safeguard mechanisms.
- Providing guidance to internal and external customers.
- Collaborating with staff in conducting surveys and compliance reviews in accordance with applicable laws, regulations, and agency policies.
- Providing input and support to related functions within agency where staff responsibilities overlap other disciplines.
- When appointed, serving as a liaison with other offices, agencies, and contractors.
AND
- Providing professional advice, recommend policy, procedures, and corrective actions to ensure goals and objectives are accomplished, and adhering to regulations and policies.
