  • Must fully comply with the provisions of the DoDD 5500.07 Standards of Conduct and DoD 5500.07-R The Join Ethics Reg.
  • Must fully comply with the provisions of the 5 CFR 2635 Standards of Conduct for Employees of the Executive Branch, and 5 CFR 3601 Supplemental Standards of Conduct for Employees of DoD.
  • This position requires a Level II functional acquisition certification. You must obtain this certification within 24 months of your start date.

    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    Basic Requirement for a Contract Specialist:
    Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

    Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

    In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

    Experience Required: GS-12
    To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: acquisition of commercial item goods and services from cradle to grave; and ensure compliance with acquisition regulations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-11.

    Education Substitution: GS-12
    Some federal jobs allow you to substitute your education for the required experience above in order to qualify. For this grade, you must meet the qualifications requirement using experience alone--no substitution of education for experience is permitted.

    Experience Required: GS-11
    To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: applying acquisition regulations to actions; administering contracts; and providing procurement planning. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-09.

    Education Substitution: GS-11
    1) Qualifying based on education alone: Education may be substituted for specialized experience with a Ph.D. (or equivalent graduate degree), 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, or LL.M (if related).
    2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 2 years (36 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.

    Experience Required: GS-9
    To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: applying acquisition regulations to actions and administering contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-07.

    Education Substitution: GS-9
    1) Qualifying based on education alone: Education may be substituted for specialized experience with a Master's (or equivalent graduate degree), 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, or LL.B or J.D (if related).
    2) Qualifying based on a combination of education and specialized experience: A combination of education and specialized experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 1 year (18 semester hours) by 18. Add the 2 percentages. Note: For the purpose of qualifications, 1 full year of graduate education is equivalent to 18 semester hours.

    Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.
