UMUC seeks a Manager of Training and Compliance in the Department of Stateside Military Operations (SMO). Reporting to the Director of the Veterans Certification Office (VCO), the Manager will divide responsibilities between the following areas. This position will fulfill duties required to maintain compliance with VA regulations that govern educational institutions, including activities to satisfy compliance inspections, annual catalog updates, new site approvals, and reporting of student outcomes to the VA. In addition, the incumbent will certify enrollments of students receiving Department of Veterans Affairs (VA) educational benefits; conduct quality assurance activities supporting VCO certification personnel and processes; and, based on issues identified through quality assurance activities, work closely with the Director of VCO and its Assistant Directors to develop training programs that address and remediate those issues. This position requires occasional travel for inspections, training, and conferences not to exceed 10%.

SPECIFIC RESPONSIBILITIES INCLUDE:
  • Review student records, monitor student enrollments and certifications, and review and assess the performance of VCO senior certification specialists in meeting established VCO performance and quality metrics, as well as ensuring adherence to office processing protocols. (25%)
  • Obtain approval status and maintain compliance with VA regulations that govern educational institutions, including activities to satisfy compliance inspections, annual catalog updates, new site approvals, and reporting of student outcomes to the VA. (25%)
  • Serve as one of several School Certifying Officials and VA-ONCE administrators managing the certification records of students eligible for VA benefits to ensure appropriate payment of those benefits. (20%)
  • Review student-veteran records and monitor student certifications and enrollments in order to ensure compliance with UMUC policy, Maryland Higher Education Commission (MHEC) & other state approving agency (SAA) guidelines and VA regulations; when directed, serve as the VCO representative either in person or remotely for on-site SAA and VA compliance inspections at various UMUC locations across the United States. (10%)
  • Collaborate with the Director, VCO and the AD, Training to design and develop VCO training content based on identified issues in meeting performance or quality metrics, as well as in addressing any issues identified during compliance inspections. (10%)
  • Other job-related duties as assigned. (10%)
REQUIRED EDUCATION AND EXPERIENCE:
  • Bachelor's degree from an accredited institution of higher learning.
  • Two to Three (2-3) years of experience working at an institution of higher learning administering Department of Veterans Affairs education benefits.
  • Experience with Microsoft office skills; superior attention to detail, excellent verbal and written communication, presentation, and project management skills.

PREFERRED EDUCATION AND EXPERIENCE:
  • Master's degree from an accredited institution of higher learning.
  • Legal and government regulatory compliance experience.
  • Experience working with VA-ONCE.
