The Intelligence Systems Business Unit (ISBU) within the Cyber and Intelligence Mission Solutions (CIMS) Division is looking for a technology leader with the background and skills to provide technical and thought leadership needed to establish, maintain, and enhance ISBU as a world class cyber and intelligence organization as they grow to support CIMS Division and Mission Systems Sector objectives.. The position of ISBU Chief Technology Officer/Chief Engineer (CTO/CE) has overall responsibility for the development, design, implementation, evolution, and product support of state-of-the-art solutions in support of ISBU captures, programs and research and development across multiple locations and portfolios. The position will coordinate with other BU CTO/CEs, the CIMS Division CTO, and technology leadership across the division, sector and corporation to meet the current and future needs of the programs and technologies within the ISBU portfolio. The position will champion consistency across technological advances ensuring reuse, common tools and training/skill development through all levels of the organization. As the CTO for the Business Unit, the role requires developed technical trouble-shooting and root cause analysis skills with demonstrated performance in bringing broader cross-discipline, cross-industry systems thinking to problem solving.. Responsibilities include: working with ISBU and Division Business Development to define mission needs and connect those to capture activities; define R&D programs connecting advanced technology solutions to capture needs; define/manage budgets required to advance emerging and deployed technology solutions; provide integration oversight across the ISBU including bid and proposal inputs for future work, independent technical reviews of major programs and R&D projects as well as organizational budget management; work with the Engineering & Sciences (E&S) organization to use/modify/maintain the discipline specific processes and tools for NGMS programs, creating repeatable solutions based on sound systems engineering fundamentals and principles and to consistently communicate solutions to stakeholders; and facilitate and promote Affordability, Knowledge Management, Engineering Utilization, and other process improvement initiatives including the implementation and monitoring of metrics for engineering efficiency and quality, and sharing of lessons learned and best practices throughout the organization.. The ideal candidates will have demonstrated success in influencing the direction of technology or engineering discriminators, including identifying and championing change within the organization, to achieve competitive advantage for the business.. The position is located in Fairfax, VA, with approximately 25% of the time performing local travel to the other sites in the Eastern Region, plus travel to other company and customer sites, as required.. #LI-POSTMS. Qualifications. Basic Qualifications:. Bachelor of Science in Computer Science, Engineering or other STEM discipline. 10 years of technical experience in any combination of Systems, Software/Firmware, Hardware, or Cyber engineering disciplines accompanied by high proficiency in technical problem solving to include decomposition, root cause analysis, solution development, implementation and monitoring. Previous experience in People and Technical Leadership roles. Previous work experience leading software or systems teams on a diverse range of program sizes (small, medium and large). Demonstrated software or systems engineering leadership experience preferably in either program Operations Lead, architecture IPT, R&D or Advanced Systems, technology, and/or functional environments. Working knowledge of Staffing, Engineering Metrics and Training resources, processes, and tools. Active TS/SCI clearance is required.. Preferred Qualifications:. Master of Science in Information Systems, Engineering or other STEM discipline and/or MBA degree. Active TS/SCI w/polygraph clearance. Experience effectively leading diverse technical teams across multiple locations. Experience as a technical leader and visionary. Experience with commercial industries and technologies. International Standards Library, International Counsel of Systems Engineering (INCOSE) Systems Engineering Professional (ITIL, ASEP, CSEP or ESEP).
