TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
All applicants must possess one year of specialized experience. To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as defined below:
GS-07: Must have experience at the GS-05 level or equivalent. Specialized experience includes experience following property management and reporting requirements, experience using automated systems for the management of various types of property, experience with fleet management principles, and experience in both oral and written communications, examples include, talking to customers on the phone, writing reports, giving presentations, etc.
GS-09: Must have experience at the GS-07 level or equivalent. Specialized experience includes experience following property management and reporting requirements, experience using automated systems for the management of various types of property, experience with fleet management principles, and conducting evaluation of property management programs or assisting in managing a personal property program.
GS-11: Must have experience at the GS-09 level or equivalent. Specialized experience at this grade level is defined as, experience analyzing processes and problems and recommending solutions related to property management, implementing guidance for a property management operation, conducting evaluations of a property management program, managing a personal property program, or performing duties of a property management officer.
GS-12: Must have experience at the GS-11 level or equivalent. Specialized experience at this grade level is defined as, experience in developing and implementing policies for a property operation, conducting evaluations of a property management program, performing internal control reviews for a property program, managing a personal property program or performing duties of a property management officer.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

--Knowledge of Federal, Departmental, and Reclamation regulations, polices, and procedures to provide definitive advice, guidance and assistance to senior management, regional, and field personnel.
--Knowledge of business processes and analytical techniques to perform through review and evaluation of Reclamation’s property management program.
--Ability to analyze processes and problems and develop solutions.
--Skill in making written and oral presentations to a variety of audiences, including upper level management.
