  • Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position.

    At the GS-11 grade level, you must meet one of the following qualifications:
    A. One year of specialized experience equivalent in difficulty and level of responsibility to the GS-09 level in the Federal service. Specialized experience for this position includes:
    1) Experience working as a part of a team conducting financial, economic or political risk analysis (e.g. due diligence, risk exposure, detailed credit analysis, market analysis, private investments) of limited recourse finance transactions in developing countries; AND
    2) Demonstrated ability to create, analyze, and run sensitivities on finance models for financial projects; AND
    3) Experience identifying with international financial and investment policy issues to identify political, economic or credit risks; AND
    4) Experience communicating in writing the results of research and analysis to senior decision makers.

    Examples of this experience include, but are not limited to:
    Experience working with a team or under the supervision of an experienced specialist on international investments or international financial transactions while working at a commercial bank, investment bank, international financial institution, or multilateral organization.

    B. Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 academic years of progressively higher graduate level education leading to such a degree in a related field. (Note: you must submit a copy of your transcript with your application package if you are applying based on education.)

    C. Applicants may substitute an equivalent combination of experience and education as defined above which equals 100%. For example, 6 months of specialized experience as defined above and 2-1/2 years (45 semester hours of graduate study) of graduate education in a related field. (Note: you must submit a copy of your transcript with your application package if you are applying based on a combination of education and specialized experience.)

    At the GS-12 grade level, you must meet the following qualification:
    One year of specialized experience equivalent in difficulty and complexity to the GS-11 level in the Federal service involves 1) independent experience conducting financial, legal structuring, economic or political risk analysis (e.g. due diligence, risk exposure, detailed credit analysis, private investments) of limited recourse finance transactions in developing countries; 2) demonstrated ability to create, analyze and run sensitivities on complex finance models for financial projects; 3) experience in project finance with experience gained in at least two (2) of the following areas: corporate finance, accounting, credit analysis, international investments and or commercial/investment banking; AND 4) experience with/understanding of international financial and investment policy issues to identify political, economic or credit risks is required.

    Examples of this experience include, but are not limited to: Experience with international investments or international financial transactions while working at a commercial bank, investment bank, international financial institution, or multilateral organization.

    EDUCATION DOES NOT SUBSTITUTE FOR SPECIALIZED EXPERIENCE AT THE GS-12 GRADE LEVEL.

    Telework Suitability: The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
