    Basic Requirements:

    Applicants must have IT-related experience demonstrating each of the four competencies listed below:

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Specialized Experience:

    Applicants must have 1 year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 in the Federal Service, or comparable private/public sector experience which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experiencein establishing, managing and monitoring Cloud environment; migration, operation and maintenance of systems within Cloud environment; developing systems in Java; implementing, and maintaining web systems and DevOps; managing the various phases of the agile system development life-cycle for software and applications; and performing needs analyses to define opportunities for new or improved business process solutions and developing procurement packages.

    There is no education requirement for this position.

    This is a bargaining unit position.

    All applicants will be rated based on their responses to the assessment questions, in conjunction with the following Knowledge, Skills and Abilities (KSA’s):

    • Expert knowledge of techniques and practices used to develop, implement, and maintain web systems.
    • Expert knowledge of Java/JEE, User Interface (UI) programming and relational database in order to develop systems that are user friendly and meets user requirements.
    • Expert knowledge of documenting requirements and developing Statement of Work, Performance Work Statement, Request for Proposal/Quote; and reviewing Contract terms and managing contract performance.
    • Knowledge of DevOps pipeline tools and processes, Atlassian JIRA, LifeRay, Test Automation and System Security tools.
    • Skill in communicating strategies or techniques to organizational management that will enhance the usability of web applications.
    • Skill in assessing and evaluating IT programs and projects; and providing technical advice organizational management or personnel.
    • Expert knowledge of setting up Cloud platforms, migrating systems to Cloud, managing and monitoring Cloud platforms, DevOps pipeline.
    • Ability to effectively communicate orally, and in writing technical concepts and issues to a non-technical audience. By way of definition, oral communication and may include methods used by employees with disabilities such as sign language interpretation, text-to-speech or TTY technology, and amplification devices.
