The position will address compliance responsibilities to ensure accountability for results. The Supervisor will ensure that
federal and state regulations and local policies and procedures are interpreted accurately and implemented with fidelity
by school administrators, teachers, specialists, and other support staff. The position will focus on legal matters and
ongoing professional development, dialogue and support to administrative and school-based staff to ensure compliance
with requirements for program integrity and the effective implementation of services and accommodations for students
with disabilities.

The following information is intended to describe the overall nature and scope of the work being performed in relation to
the position. This is not a comprehensive listing of all responsibilities or tasks; other work may be assigned when deemed
appropriate:
* Consults with LCPS attorneys regarding litigation matters and provides guidance for staff on legal cases; reviews
and processes division, state and OCR complaints; LCPS liaison with VDOE regarding special education matters;
reviews and interprets highly technical information from legal documents; reviews and revises procedural
guidelines, policies and practices for the Department of Pupil Services.
* Facilitates administrative reviews, dispute resolution, and mediation sessions; coordinates hearings including
Section 504 Impartial Hearings and Due Process Hearings; arranges for independent educational evaluations in
accordance with IDEA regulations and local procedures.
* Provides guidance to the Pupil Services staff on proactive strategies to address legal issues related to IDEA and
Section 504 of the Rehabilitation Act; analyzes individual cases to define issues and determine appropriate
action steps to support Pupil Services and school-based administrative staff.
* Advises Pupil Services staff and school-based administrators regarding compliance requirements; interprets
state and federal regulations for school-based administrators; develops and provides professional development
on the implementation of regulations and procedural requirements.
* Develops and coordinates the data and state requirements for the December 1 child count, state performance
report, and other state and federal reports.
* Provides ongoing supervision for special education coordinators assigned to case management of students in
the state-approved private special education settings and facilitation of the Children's Services Act.
* Provides ongoing supervision for special education coordinators assigned to procedural support.

Below are the qualifications for this position:
* Pupil Personnel Services License or Postgraduate Professional License with endorsements in one or more areas of
Special Education; administrative endorsement and/or special education leadership certificate preferred
* Five years of successful experience in progressively responsible positions and administrative experience or
program supervision
* Extensive knowledge of with federal, state and local special education laws, regulations, policies and procedures
* Excellent professional and personal characteristics and oral and written communication skills necessary for
working effectively with school personnel and administrative staff

carry, push, pull or otherwise move objects.
