  • In order to qualify, you must meet the experience requirements described below. Your resume must clearly describe your relevant experience. You must have at least one full year of specialized experience in accounting, auditing, financial analysis, law, management analysis, public administration, or investigations. This experience must include activities such as: (1) administering, auditing, or analyzing an organization's programs to promote and uphold the highest standards of integrity and accountability; (2) managing, organizing, and planning work activities for a program or program area; (3) leading and supervising professional staff, either directly or through subordinate supervisors; (4) working towards improving the economy, efficiency, and effectiveness of an organization's operations; and (5) maintaining open lines of communication with senior management officials on issues or problems requiring corrective actions. This experience must be comparable in scope and responsibility to the GS-15 level in the Federal service (obtained either in private or public sectors).

    In addition, you must provide a cover letter (up to 2 pages) describing your accomplishments that reflect your capability with the specific leadership competencies identified below.
    • Accountability: Assures that effective controls are developed and maintained to ensure the integrity of the organization; holds self and others accountable for adhering to rules and meeting responsibilities; can be relied upon to ensure that projects within areas of specific responsibility are completed in a timely manner and within budget; monitors and evaluates plans, focuses on results and measuring attainment of outcomes.
    • Planning and Evaluating: Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes of operational plans.
    We recommend your cover letter include examples that are clear, concise, emphasize your level of responsibilities, and the scope and complexity of the functions, activities, or services you managed; discuss the level of contacts; describe the sensitivity and criticality of the issues you addressed, and explain the results of your actions. We also recommend using the Challenge-Context-Action-Result (CCAR) model to describe your accomplishments.
    • Challenge - Describe a specific problem or goal.
    • Context - Describe the individuals and groups you worked with, and/or the environment in which you worked, to address a particular challenge (e.g., clients, co-workers, members of Congress, shrinking budget, low morale).
    • Action - Discuss the specific actions you took to address a challenge.
    • Result - Give specific examples of measures/outcomes that had some impact on the organization.
