  • To qualify for the grade GS-14, you must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). Such experience includes: 1) Performing technical and consultative services and research to improve the usability, usefulness, and desirability of web sites and applications; 2) Gathering empathy-based contextual inquiries of qualitative research and field observation in the user environment to better understand user needs; 3) Collaborating with designers, information architects, developers, project managers and other professionals in human-centered design sprints, meetings, and joint application design sessions; 4) Developing graphic materials, layouts, publications, templates, slides, charts, graphs, and other visual information materials for customer and user experiences across multiple platforms (print, presentations, mobile, desktop, web); 5) Developing and executing iterative testing efforts including test scenarios, test tools, recruitment of test participants, coordination of testing, and recommendation of design improvements; 6) Facilitating small or large groups focused on problem solving and prototyping using human centered design or other disciplines. (Note: your resume must fully support this response otherwise you will not be rated qualified.)

    SELECTIVE PLACEMENT FACTOR:

    Applicants are required to provide a portfolio of previous work. The items in the portfolio should not be created specifically for this application. Your portfolio must be a sample of previous work that demonstrate use of user experience design, interaction design, design research methods, and data synthesis. It must be provided as either an attached PDF or as a link to a portfolio website in the application. The portfolio will be reviewed by the selecting official if an applicant is referred for the position.

    QUALITY RANKING FACTOR:

    The agency has identified a quality ranking factor for this position, which is experience designing and implementing digital solutions in the public sector and/or government. Applicants without the quality ranking factor will not be rated ineligible and may still be considered.

    You will be evaluated for this job based on how well you meet the qualifications above.

    In order to be considered for this position, you must complete all required steps in the process. In addition to the application and application questionnaire, this position requires an online assessment. The online assessment measures critical general competencies required to perform the job. The assessment includes a cut score based on the minimum level of required proficiency in these critical general competencies. You must meet or exceed the cut score to be considered. You will not be considered for the position if you score below the cut score or fail to complete the assessment.

    Applicants will enter a multi-hurdle process involving the following steps:

    1. Once the initial application process is complete, a review of your resume and supporting documentation will be conducted and compared against your responses to the assessment questionnaire. Qualified candidates will be assigned to one of three groupings based on the review: Minimally Qualified, Moderately Qualified, and Highly Qualified:
    Minimally Qualified = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement.
    Moderately Qualified = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement and demonstrates a moderate proficiency in the competencies defined below.
    Highly Qualified = Meets the basic qualifications requirements described in the "Qualifications" section of this announcement and excels in the competencies defined below. The grouping assignment is a measure of the degree to which your background matches the competencies required for this position.
    2. Applicants placed in the Highly Qualified grouping will have their resume and previous work portfolio reviewed in detail to confirm the experience claimed in their application.
    3. Confirmed applicants will be invited to a structured interview. (The expectation is that the structured interview will take place within approximately 10 days of notification, in person or online.)
    4. The applicants who complete the structured interview will be assigned to one of the three categories: Qualified, Well Qualified, or Best Qualified.
    Qualified = Demonstrates a basic proficiency in the critical competencies for the position.
