  • In accordance with Department of Defense (DoD) Instruction 1300.26, "Operation of the DoD Financial Management Certification Program," this position requires a Level 3 Certification under
  • the DoD Financial Management (FM) Certification Program as a condition of employment. If he or she is not already assigned this certification at this level, the incumbent of this position must obtain
  • this certification within two (2) years of entry on duty into this FM position. Once certified, the incumbent must meet the continuing education training requirement as outlined in DoDI 1300.26.
  • In accordance with FPM Chapter 735, Subchapter 4, for the Employment and Financial Interests Statement, this position requires an Employment and Financial Interest statement as a condition of employment.
  • You may qualify at the GS-14 grade level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to GS-13 grade level in the federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled (as described in the Qualification Requirements section.) Specialized experience required for this position is: Under minimum supervision, evaluating, planning, or implementing budget formulation and justification and for controlling and managing budget execution policies, programs and procedures; determining management information needs, devising appropriate methods for securing the required information; developing techniques for analyzing and presenting information to management; using information technology and networking techniques to satisfy management information needs to include accommodating changing information needs; or participating in the Budget Review process for a major organization.

    You may qualify at the GS-15 grade level, if you fulfill the following qualification requirement:

    One year of specialized experience equivalent to GS-14 grade level in the federal service (experience may have been gained in the private sector) which has given me the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled (as described in the Qualification Requirements section.) Specialized experience required for this position is: independently evaluating, planning, or implementing budget formulation and justification and for controlling and managing budget execution policies, programs and procedures; determining management information needs, devising appropriate methods for securing the required information; developing techniques for analyzing and presenting information to management; using information technology and networking techniques to satisfy management information needs to include accommodating changing information needs; or participating in the Budget Review process for a major organization.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    All qualifications, education, and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

    PPP PILOT: The Washington Headquarters Service is currently operating under an approved reengineered Priority Placement Program (PPP) pilot for all positions in its serviced workforce.
