  • For the GS-14: You must have at least one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). Such experience includes: 1) conducting learning and research into best practices in the fields of leadership and executive development, performance evaluation, and organization development; 2) developing new educational materials to be used by other consultants in performing their work; 3) managing projects involving teams of other training and development consultants; and 4) developing and maintaining working relationships with customer and potential clients in support of leadership or executive development programs. (Note: your resume must fully support this response otherwise you will not be rated qualified.)

    Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Education is not substitutable for the required specialized experience at this grade level.

    Relocation expenses will not be paid. Current OPM employees may qualify as an exception.

    The full performance level of this position is GS-14.
