  • A Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) is a requirement of the position. The incumbent must possess or be able to obtain and maintain a final TS/SCI security clearance.
  • Incumbent must be a graduate of an American Bar Association (ABA)-accredited law school and an active member in good standing of one of the State Bars or the Bar of the District of Columbia. An advanced law degree (LLM) is recommended.
  • This position is in the Excepted Service. Selection under this appointment authority does not confer civil service competitive status.
  • To qualify at the GS-15 level - Attorney applicants must have the first professional law degree (LL.B. or J.D.) from an American Bar Association (ABA) accredited law school and be currently licensed to practice law by the bar of the highest court of a U.S. state, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments. In addition, the attorney shall have professional legal experience in excess of 3 years that is commensurate with the duties that are listed above in the Duties section of this announcement. It is preferred that applicants have experience with the following:
    • Leading and managing a joint legal office staff;
    • Providing advice related to the military and strategic national security issues and recommendations to high ranking officials;
    • Possessing an applicable knowledge of operational law, international law, national security law, fiscal law, and the law of armed conflict.

Salary will be set within the range specified in this vacancy announcement based on the complexity of work to be performed, the selectee's experience, education, training, and availability of funds.

    There is no formal rating system for applying veterans' preference to attorney appointments in the excepted service; however, the Department of Defense considers veterans' preference eligibility a positive factor for attorney hiring. Applicants eligible for veterans' preference must include that information in their cover letter or resume and attach supporting documentation (e.g., DD Form 214, "Certificate of Release or Discharge from Active Duty") to their submissions. Although the point-preference system is not used, applicants eligible to claim a 10-point preference must submit a Standard Form (SF) 15, "Application for 10-Point Veteran Preference," and supporting documentation required for the specific type of preference claimed.
