BASIC REQUIREMENT: Basic Requirements for 0401 Series GS-11/12:
FOR THE GS-11/12 GRADE LEVEL: Applicants who meet the basic requirements qualify for this grade level.
- Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education
- Identifies plant diseases and plant pests as evidenced by academic training and experience in one or more of the biological sciences and/or applied plant pathology or entomology.
- Applies knowledge of regulatory requirements for the domestic and international movement of plants, plant products, pests, and soil.
- Applies knowledge of risk management practices to reduce plant pest risk for the international movement of plants, plant products, and plant pests.
- Communicate effectively and tactfully, orally and in writing, to a diverse audience.
OR Equivalent combinations of education and specialized experience are qualifying for this grade level.
FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates the capability to:
- Applies knowledge of agricultural quarantine regulatory requirements for the domestic and international movement and importation of plants, plant products, pests, and soil.
- Uses scientific principles and methodology, qualitative/quantitative analysis, and statistics to assess and recommend treatments and other management of plant pest risk associated with importing/exporting plants, plant products, and plant pests.
- Assists in providing knowledge to analyze critical issues involving rapid technological changes in the broad spectrum of agriculture and plant health programs.
- Communicates effectively and tactfully, orally and in writing, to a diverse audience, including senior level managers, federal and industry partners, stakeholders, and customers.

- This education must have been successfully completed and obtained from an accredited school, college, or university
