  • You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:
    A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service which included transferring Federal agency records, maintaining Federal agency records schedules and disposing of records, and preparing records finding aids or descriptions. OR
    B. One year of graduate level education in a related field such as Archival Science, History, or Library and Information Science from an accredited educational institution; OR superior academic achievement at the baccalaureate level. Superior academic achievement may be based on class standing, grade-point average, or honor society membership; OR
    C. A combination of education and experience as listed above.

    You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:
    A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service which included assisting with developing and coordinating records management outreach activities, assisting with reviewing agency records schedules, appraising records schedules, and processing records schedules; assisting with developing and implementing work plans; contributing to policy or procedure development; and collaborating with co-workers and team members; OR
    B. A master's or equivalent graduate degree in an accredited college or university; or 2 full years of progressively higher level graduate education leading to such a degree in a related field such as Archival Science, History, or Library and Information Science, from an accredited educational institution; OR
    C. A combination of education and experience as listed above.

    You may qualify at the GS-11 level, if you fulfill one of the following qualification requirements:
    A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service which included providing guidance and technical assistance to Federal agencies on records creation, management, and disposition, and helping development and coordinate other outreach activities; answering general inquiries from agencies on records management matters, and assisting with reviews of records schedules, appraising records, and processing records schedules; assisting with developing and implementing work plans; contributing to policy or procedure development; and collaborating with co-workers and team members; OR
    B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in a related field such as Archival Science, History, or Library and Information Science, from and accredited educational institution; or possession of a LL.M. degree, if related. OR
    C. A combination of education and experience as listed above.

    Merit promotion applicants must meet time in grade requirements as defined in 5 CFR 300, Subpart F. One year at the GS-05 level is required to meet the time-in-grade requirement for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirement for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirement for the GS-11 level.

If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
