    GS-13: Fifty-two weeks of experience at the GS-12 level, or equivalent, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.  Specialized experience includes: experience in full range of HR services end to end from classification to recruitment, onboarding and processing personnel actions. Experience conducting quality reviews and maintains case files of all recruitment actions and preparing reports for internal and external use.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social).  Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for qualifying experience, including volunteer experience.

    KSA 1: Ability to analyze, interpret and apply human resources regulations and policies to examine resumes and supporting documentation of candidates applying for employment opportunities utilizing the Monster Government Solution system.
    KSA 2:  Skill in providing technical advice and performing operational work in multiple Human Resources program areas including, recruitment/staffing, employee benefits, pay setting, processing personnel actions, and special hiring programs.
    KSA 3:  Skill in independently analyzing evaluating, and identifying potential problems and effectively advise management with solutions and alternatives on complex issues.
    KSA 4: Skill in writing and classifying position descriptions, creating job analysis and vacancy announcements.

    Due weight shall be given to performance appraisals and awards in accordance with 5 CFR 335.103(b)(3),during the interview/selection process conducted by the hiring manager.
