    This position is a Senior Level DCIPS position. DCIPS Senior Level positions include GG-14.     The Supervisory Acquisition Program Manager has a Basic Requirement for the Defense Acquisition Corp (DAC) DAWIA certification: bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

    Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience must be reflected in your resume.

    Specialized experience required for this position is:
    1. Developed policies and practices of system acquisitions to complex operational facilities utilizing program management laws and principles.
    2. Knowledge of the missions, roles, functions, organizational structures, and operations of the federal acquisition process and integrated life cycle management
    3. Utilizes industrial management, contracting procedures, and production practices to evaluate contractor proposals and activities for complex space operations facilities.
    4. Applies Intelligence Community and DoD laws, principles, policies and practices of program management to space operations and facilities
    5. Serves as a Contracting Officers Technical Representatives (COTRs) to ensure cost, schedule, and technical performance requirements of operational facilities and support services acquisitions.
    6. Leads a diverse group of government, military, and functional specialist, including contracting, engineering, manufacturing program control, configuration/data management, and operations support to ensure program objectives

    Defense Acquisition Workforce Improvement Act (DAWIA): Selectees are allotted 2 years in which to achieve DAWIA A (Program Management) certification Level III requirements in accordance with the 1990 Defense Acquisition Workforce Improvement Act. Certification is the procedure through which a military service or DoD Component determines that an employee meets the education, training, and experience standards required for a career level in any acquisition, technology, and logistics career field.

    CRITICAL ACQUISITION POSITION (CAP): Selectee must meet the following requirements for Defense Acquisition Corp (DAC) Membership or have an approved waiver prior to placement in the position:

    Must be a member of the Defense Acquisition Corp (DAC) at time of hiring (or can be achieved within a 2 year grace period)

    DAC Requirements:
    Certification: Civilian employee certified at DAWIA level III or above in an Acquisition Career Field.
    Experience: 4 years of service in an Acquisition Workforce (AWF) position either in DoD or a comparable position in industry or Government.
    Education: Baccalaureate degree from an accredited educational institution, and one of the following:
    • 24 semester credit hours from among the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.
    • 24 semester credit hours in the person's career field and 12 semester credit hours in the disciplines listed above in italics. Credit hours within the person's career field may also satisfy the requirement for part or all of the 12 credit hours in the disciplines listed above. The same hours may be used to meet both requirements.
    • 24 semester credit hours in the person's career field and training equivalent to 12 semester credit hours in the disciples listed above.

      Employee must execute, as a condition of employment, a written tenure agreement to remain in this position for at least three years. In signing such an agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.

    REQUIRED: Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees and; at least 24 semester hours in any combination of the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management.

    • Substitution of education may not be used in lieu of specialized experience for this grade level.
    • Superior Academic Achievement does not apply to DCIPS positions.
    Transcripts MUST be provided, failure to provide transcripts will result in you being rated ineligible for this position.

    Critical Acquisition Position (CAP): Selectee must meet the following requirements for Acquisition Corps Membership or have an approved waiver prior to placement in the position: a degree in any field AND 24 semester hours of study from an accredited institution in any of the following disciplines: accounting, business finance, law contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management (may substitute 24 semester hours in career field and 12 semester hours in DAWIA disciplines), OR 10 years acquisition experience prior to 10/1/91; AND four years acquisition experience and requisition training.
