    To qualify for the GS-14 level, applicants must have at least one (1) year of specialized experience equivalent to the GS-13 level in Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to perform successfully the duties of this position and is typically in or related to this line of work. 

    Specialized experience includes the following:

    • Experience developing and evaluating maritime transportation programs;
    • Experience preparing legislative testimony and technical briefing materials;
    • Experience developing and maintaining marine transportation policies; and
    • Experience serving as a technical authority for programs related to maritime and port safety.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel management (OPM) must authorize employment offers made to current or former political appointees.  If you are currently, or have been within the last 5 years, a political Schedule A, Schedule, C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

If you meet the minimum qualifications, your experience, education and training will be rated using the on-line self assessment questions that are based on the following competencies or knowledge, skills, and abilities needed to perform this job:

    1. Skill in applying a wide range of qualitative and quantitative methods to assess and improve the effectiveness of complex maritime safety, port operations, personnel qualifications, and security processes and systems.
    2. Knowledge of the range of maritime safety and related laws, policies, regulations, and precedents to develop standards, regulations and policies and to provide technical agency-level program guidance on marine transportation issues.
    3. Skill in fulfilling responsibilities in the disciplines of port safety, port and vessel operations, maritime personnel qualifications, and international maritime safety.
    4. Skill in planning, organizing, and directing team study work and to negotiating effectively with management and stakeholders to accept and implement recommendations where proposals involve substantial agency resources, require extensive changes in established procedures, or may be conflict with the desires of the activity studied.
