Land Development Services (LDS) is the steward of the county's land development and building construction codes and regulations, and its staff members embrace their essential role as "first preventers." Our department also serves as the gateway to much of the county's economic development, reviewing over 26,000 building and site plans, issuing nearly 60,000 building permits, and conducting over 216,000 building and site inspections each year. Land Development Services (LDS) seeks a motivated, collaborative, analytically minded hardworking candidate to oversee processes and projects key to the Department's success. This position would work on the Operations Team; the team's mission is "Align Business, People, Processes and Technology." The successful candidate would embrace that mission to champion the continuous improvement of the Department's business processes.

Under the general supervision of the Director of Operations for LDS, the Management Analyst III position would:
  • Integrate the department's vision for performance into the daily operations of plan review, inspections, and permitting processes.
  • Evaluate existing land development-related services provided by county agencies and their integration within the land development review and permit issuance process.
  • Serve as lead for preparing LDS response to Board of Supervisors' requests for information and recommendations on issues relating to land development.
  • In collaboration with the Financial Management Branch, coordinate and evaluate LDS fees. Analyze data and coordinates benchmarking efforts.
  • Supervise two management analysts and others as assigned in the Land Development Services Director's Office, Operations Division.
  • Manage and maintain budgetary approval for LDS vehicle fleet, LDS space planning efforts, emergency management, and the Customer Information Center.
  • Manage the LDS legislative review process annually to ensure that LDS provides timely and accurate impact responses to proposed legislative bills.
  • Continually seek to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning.
  • Clearly communicate safety expectations to employees within work unit.
  • Resolve safety-related matters in a timely manner.
Position requires incumbent to operate a motor vehicle to drive to/from construction sites, offsite meetings, training and/or conferences. Must comply with county, agency, and job specific training, including limited Emergency Management and Safety related courses

Note: The assigned functional areas for this position are business process evaluations, data/metrics analysis, space planning, emergency management, project management, customer service, policy management or related.

Employment Standards

Any combination of education, experience, and training equivalent to the following: graduation from an accredited four-year college or university with a bachelor's degree in field related to the assigned functional area; plus four years of professional work experience with in the functional area.

Five years of demonstrated professional experience within the functional area;
Master's degree in related field;
Excellent communication skills, written and verbal;
Significant experience using scheduling/management software.

The appointee to the position must satisfactorily complete a criminal background and driving records check to the satisfaction of the employer.
This position is considered emergency service personnel.

Ability to operate keyboard driven equipment. Sufficient mobility to move to different locations in event of emergency. Ability to lift up to 25 lbs. Position is generally sedentary. All duties performed with or without reasonable accommodations.
