Job Announcement

The Department of Information Technology (DIT) provides professional technology services to Fairfax County agencies, and has current need for IT Systems Architects (ITSA) for Human Services Technology and Land Development government technology projects. Serves as a senior technologist working with a team of technical and business experts to develop, analyze business requirements and opportunities, and determine and implement new technology systems aligned with business needs and opportunities. Duties include:
  • Plans and researches technology enhancement opportunities and innovation for assigned agency customers;
  • Identifies user requirements by researching and analyzing user needs, objectives, business processes, data and data analytics.
  • Participates in design sessions; creates use case scenarios; prepares data models; designs information structure, work and data flow, and navigation; evaluates information representation;
  • Determines IT solution architecture, application design, data structure, and user-interface;
  • Manages IT projects; develops project plans and budgets; leads project teams including assigned technology professional analysts and development staff and vendors;
  • Coordinates with other IT specialists, e.g. web, GIS and IT infrastructure.
  • Answers technical and procedural questions for less experienced team members; mentors team members and ensures team is trained.
  • Serves on project steering committees, and consults with and advises management;
  • Performs other duties as assigned.

Employment Standards

MINIMUM QUALIFICATIONS:

Any combination of education, experience, and training equivalent to possession of a bachelor's degree in computer science or a related field; plus five years of experience in systems design, development, programming and maintenance, and/or project or program management experience or equivalent in a complex information systems environment and supervisory experience of internal staff and vendors/contractor staff, and /or experience in matrix management environment in a complex organization.

CERTIFICATES AND LICENSES REQUIRED:

Not applicable.

PREFERRED QUALIFICATIONS:
Application design and development experience using VB.NET, ASP.NET, XML, ORACLE and SQL Server. Experience in system analysis, design, and data modeling. Experience with large, complex integration implementations involving multiple organizations (user agencies, multiple vendors, and technical infrastructure personnel) for enterprise applications. Demonstrated written and verbal skills in producing design deliverables and presenting them to the development team and/or vendors. Interpersonal skills and communication abilities are critical. Ability to work without supervision and prioritize projects according to business needs. Experience with a variety of software tools (TOAD/PL/SQL Developer) and database management systems (SQL Server/Oracle).
