Fairfax County seeks an experienced individual to serve as the Engineering Planning & Analysis Branch Chief responsible for the development and management of the county's comprehensive sanitary sewer facilities plan as well as capacity planning and analysis of the county's wastewater system through supervision of a group of engineers performing complex engineering work.

The successful candidate is expected to be a strong communicator as well as a negotiator who can establish and maintain effective relationships with stakeholders, gaining their trust and respect. Ability to effectively manage multiple programs and projects. Provide strong leadership and creative problem-solving. Technical expertise and thorough knowledge of the principles of engineering, and hydraulics. Working knowledge of hydraulic modeling, and gravity and pressure sewer line design, construction methods and practices. Detailed knowledge of and experience evaluating and interpreting local, state, federal codes, design guidelines and environmental regulations. The ideal candidate will have supervised and mentored staff, and supported training and continuous learning for those in an organization.

Specific Responsibilities

Supervises the development of the hydraulic model for the county's sanitary sewer facilities to ensure the model is properly developed, is maintained up-to-date, and is continuously refined to model for future sewage flows for capacity planning of the sewer facilities. Directs the development of identification and justification of capital improvement projects for sanitary sewer facilities to accommodate future growth. Supervises and provides direction, leadership, technical guidance to a team of engineers for the review and coordination of developer's, Fairfax County Department of Transportation's (FCDOT) and county's proposed sanitary sewer construction and as-built plans for conformance with the county's design and construction requirements based on the county's guide lines, Federal and State permits and regulations. Assists in inter-jurisdictional negotiations and analysis of flows and capacity. Monitors and reports Inter-jurisdictional flows for compliance with service agreements. Ensures corrective steps are taken to prevent violation of flow allocations in inter-jurisdictional agreements. Serves as a lead point of contact and technical advisor on matters pertaining to wastewater planning, design, review, land development process regarding sanitary sewer, and sewer policy. Collaborates with Wastewater Collection Division, manages flow studies to evaluate the amount of Inflow and Infiltration (I/l), potential sources of I/l, and effects of I/l reduction efforts in the wastewater system. Other responsibilities include participation in the development and management the Capital Improvements and Asset Management Program activities, scope and justification, design review and evaluation of plans and specifications.

Employment Standards

MINIMUM QUALIFICATIONS:
Graduation from a four-year college or university accredited by the Accreditation Board of Engineering and Technologies with a bachelor's degree in the appropriate engineering or architecture field; and five years of progressively responsible professional experience in the appropriate engineering or architectural field.

PREFERRED QUALIFICATIONS:
The ideal candidates possesses the following: experience managing multiple programs and projects. Supervisory experience with professional and technical staff. Experience evaluating and interpreting local, state, and federal site development codes and environmental regulations. Demonstrated expertise in developing innovative and efficient project management practices for the expedited completion of capital projects. Outstanding oral and written communications skills. Experience providing senior management and executive level briefings as well as public presentations.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license is required. Possession of a valid Virginia Professional Engineer or Architect license. An individual who possesses a valid Professional Engineer or Architect license in another state will be granted a temporary exemption to this requirement pending the Board for Architects, Professional Engineers, Land Surveyors, Certified Interior Designers & Landscape Architects decision regarding that individual's application for reciprocity. As a Professional Engineer or Registered Architect, signs and seals own work product and/or that of subordinate staff.

PHYSICAL REQUIREMENTS:
