Time-In-Grade Requirement: If you are current Federal employee, you must meet time-in-grade requirements by the closing date of this announcement.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Time in grade must be met within 30 days of vacancy closing.
In order to qualify for this position, in addition to the time-in-grade requirements listed above, you must meet the specialized experience requirements.
GS-12 Level: You must have one year of specialized experience at the GS-11 level performing the following types of tasks: Providing solutions to staffing, recruitment, classification, and position management problems or issues; performing a variety of human resources operations activities (e.g., position classification and position management reviews, development of staffing strategies, job opportunity announcements, assessment tools, and certificates of eligibles); AND performing qualification determinations, veterans’ preference adjudications, regulatory compliance reviews of personnel actions, and pay-setting decisions.
GS-13 Level: You must have one year of specialized experience at the GS-12 level performing the following types of tasks: Performing a variety of human resources operations activities (e.g., position classification and position management reviews, development of staffing strategies, job opportunity announcements, assessment tools, and certificates of eligibles); performing qualification determinations, veterans’ preference adjudications, regulatory compliance reviews of personnel actions, and pay-setting decisions; serving as an HR advisor and consultant for R&P programs; advising on staffing methods for recruitment actions; serves as a subject matter expert in competitive & noncompetitive hiring as well as special hiring authorities; AND researching regulations/directives and resolves complex and/or controversial HR issues
