To qualify for GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
Specialized experience includes the following:
- Experience drafting and/or developing and implementing vessel traffic management program policies, procedures, and/or regulations;
- Experience researching and developing changes to national administrative policies, procedures, and regulations related to vessel traffic management; and
- Experience providing technical guidance or serving as a technical expert on matters involving vessel traffic management and/or port security issues.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

- Knowledge of Federal, State, and local regulations and policies concerning vessel traffic management activities
- Knowledge of the principles, practices, and techniques used in navigation and ship handling
- Knowledge of the military chain-of-command and operating parameters to interface as part of a peacetime team or for military defense in actual or simulated wartime conditions
- Skill and ability to serve as an expert who has mastered the application of a wide range of techniques and methods for assessment and improvement of program effectiveness or the improvement of complex processes and systems in the field of vessel traffic management operations.
