    Specialized experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes all of the following:

    • Providing technical and consultative services to a detailed and fast-paced unit or organization in the area of staffing (e.g., flexibilities, authorities, procedures) and performance management; and
    • Designing outreach efforts related to new Human Resources programs or policies (e.g. telework, performance management, Pathways, compensation, awards and recognition); and
    • Analyzing or summarizing Human Resources-related trends to identify issues/problems and solutions; and
    • Developing, directing, and evaluating Human Resources programs and services, and providing innovative consultative support for senior management officials.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-14, you must have been at the GS-13 level for 52 weeks.

    Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes all of the following:

    • Providing technical and consultative services to a detailed and fast-paced unit or organization in the area of staffing (e.g., flexibilities, authorities, procedures) and performance management; and
    • Participating in outreach efforts related to new Human Resources programs or policies (e.g. telework, performance management, Pathways, compensation, awards and recognition); and
    • Providing operational and consultative support for senior management officials.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-13, you must have been at the GS-12 level for 52 weeks.

    Specialized experience for the GS-12: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes all of the following:

    • Providing technical and consultative services to a fast-paced unit or organization in the area of staffing (e.g., flexibilities, authorities, procedures); and
    • Applying policy related to new Human Resources programs or policies (e.g. telework, performance management, Pathways, compensation, awards and recognition); and
    • Providing operational support for management officials.

    In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
    For the GS-12, you must have been at the GS-11 level for 52 weeks.

    There will be a two-phase rating process. 

    Phase 1: Your application will be initially evaluated in the following areas: Specialized experience, Analytical, Communication, Technical and Leadership. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three quality level categories, A, B, or C depending on your responses to the online questions, regarding your experience, education, and training related to this position. Your rating may be lowered if your responses to the online questions are not supported by the education and/or experience described in your application.

    Phase 2: If you self-certify that you have met the minimum qualification requirements and if your application rates high enough for Phase 1, you will then immediately be asked to complete the second assessment comprised of three narrative responses. There is a 2,500 character limit on each response. Please allow sufficient time to complete both phases before the close date of the announcement. Your responses to the following ranking factors will be assessed by a Subject Matter Expert (SME) to determine your level of proficiency:

    Ranking Factor 1: Ability to exercise judgement, make and justify recommendations and conclusions, and provide alternatives which are consistent with management needs and goals, organizational principles, and human resources laws, rules, regulations, and practices.

    Ranking Factor 2:  Ability to apply comprehensive knowledge of Federal human resources management regulations and policies.

    Ranking Factor 3:  Knowledge of the concepts, principles, practices and theories or one or more non-staffing related human resources specialties such as, compensation, classification, employee relations, performance management, employee development, HR policy, HR Accountability, Employee programs (e.g., telework, work life), employee engagement, and/or personnel action processing.

    Ranking Factors 4, 5 & 6: The narrative questions asked in Phase 2 represent the following competencies:  Analytical, Communication, Technical and Leadership
