    Knowledge of the concepts of program management, requirement determination, policy development, evaluative and analytical processes, and program implementation. 

    Knowledge of the Navy operational organizational structure, chain of command protocol and funding, particularly as it relates to the childcare suitability process.

    Knowledge and understanding of DoD/DON philosophy, goals, vision, policy and programs.

    Knowledge of Shore Installation Management (region and installation) products and services, functions, organizations, policies, resources and analytical evaluative processes.

    Skill in developing, organizing and conducting executive studies through team efforts. This includes processes to develop, evaluate, and defend programs to higher levels in DoD, DON and Congress.

    Knowledge of pertinent laws and regulations and the process used to effect change including evaluating the content of new or modified legislation for impact to CNIC area of responsibility (AOR) and translating legislation into program goals and implementation.

    Knowledge of pertinent background check laws and regulations and experience in translating legislation to execution through process changes impacting CNIC and AOR.

    Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or improvement of complex management processes and systems, which have an impact on CNIC/DON/CYP program goals and objectives.

    Knowledge and experience in oral and written briefing skills, techniques and formats for effective communication to flag level positions.

    Knowledge of personnel management rules, regulations, policies and procedures governing military personnel, civil service employees, non-appropriated fund (NAF) employees and contractors who work within DoD.

    Knowledge of research methodology, information retrieval, and data organization for analysis, decision making, and formulation of recommendations.  Research methods include interviews, focus groups, working groups, surveys, and data search.

    Knowledge of EEO program policy, goals, and implementation methods involving decentralized and diverse program operations.

    Ability to analyze and prepare clear, concise, and technically sound reports related to work within the Branch.

    Ability to develop and effectively deliver presentations and/or training.

    Ability to perform the full-range of supervisory duties.

    Ability to communicate effectively both orally and in writing.
