    GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience in or directly related to the line of work of the position to be filled, and which has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position.  Examples of specialized experience must be reflected in your resume.

    Specialized Experience includes: 

    • Experience awarding and managing assistance agreements, grants and cooperative agreements; AND
    • Experience writing policy, standard operating procedures and assistance agreement terms and conditions.

    There is no educational requirement for this position.

    Evaluation Factors (Competencies) - All qualified applicants will be evaluated on the following key competencies:

    Leadership/Self Motivation Skills: Design and implement plans that maximize employee potential and foster high ethical standards in meeting the organization’s vision, missions and goals. Ability to provide clear direction and lead a team towards mutual goals; ensure employees work in constructive working environment. Ability to plan projects in a short time in a fast paced environment.  Setting priorities for the organization, effectively delegating work to employees.

    Program Knowledge: Ability to interpret program requirements, regulations, policy statements, and other similar guidance and information material in order to determine the impact on program operations; ability to describe interpretations to subordinates, and confer with senior management.

    Analytical Skills: Ability to assess and analyze program operations (funding opportunity announcement, grant and cooperative agreement awards and grant administration) in order to make recommendations to improve efficiency and effectiveness; review reports and take action as needed. 

    Technology: Knowledge of Microsoft Programs/Software applications including grant-making electronic systems.

    Written Communication Skills: Ability to write consistent, accurate, and clear complex correspondence letters, memorandums, white papers, and policy analysis findings for senior management and external customers.

    Oral Communication Skills: Ability to advise, train and present to varying audiences of senior level officials, regional and national office staff members in a clear, effective and persuasive manner. Expresses information to individuals or groups effectively, makes clear and convincing oral presentations. 

    The information you provide may be verified by a review of your work experience and/or education, by checking references and through other means (ex. interview).  You must meet the cut off score of 85. Your evaluation may also include a review by an HR Specialist or panel and may include other assessment tools (ex. interview, structured interview, written test, work sample, etc).  The examining Human Resources Office (HRO) makes the final determination concerning applicant ratings.  Your resume MUST provide sufficient information to substantiate your vacancy question responses.  If not, the HRO may amend your responses to more accurately reflect the level of competency indicated by the content of your resume.
