Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of a wide range of civilian personnel management policies, processes and techniques sufficient to advise management and employees regarding rules, procedures, obligatins and entitlements.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of manpower/personnel program managment strategies and concepts related to military structures and missions.
2. Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems concerning efficiency and effectiveness of program operations.
3. Ability to communicate effectively with others, both orally and in writing, in working out solutions to problems or questions relating to work; ability to work in a multi-functional environment involving interation with the highest executive and management levels of the Air Force.
4. Skill in managing and coordinating complex activities, gather facts and use effective, analytical and evaluative methods to accurately assess information and make sound problem solving decisisons; ability to plan, organize and assign time-critical projects and assess results.
5. Knowledge of human resources and force management principles, concepts, laws, rules, and regulations governing military, federal civilian, and/or non-appropriated fund personnel management; knowledge of manpower and organizational principles, practices, and requirements; substantive nature of federal programs, activities, mission, policies, and objectives; management principles and processes and analytical and evaluative methods and techniqures.
6. Knowledge of financial, budget, resource management practices and principles; knowledge of safety, security, personnel management and EEO regulations, practices, and procedures; skill in gathering assembling and analyzing data/facts, developing conclusions, identifying trends, developing alternataives/solutions, and making recommendations to resolve problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
