Position Information

The Child and Family Services Division (CFSD) of the Department of Human Services seeks a dynamic leader with strong business acumen and demonstrated ability to work collaboratively with stakeholders for the position of Administrative Officer. This critical senior leader is responsible for fiscal stewardship and resource allocation to support an effective service delivery system for children and families. The incumbent will oversee and administer a budget of approximately $20M while coordinating and integrating financial management, human resources, procurement, quality improvement, and general administrative functions for CFSD. The position will also lead and supervise the work of six (6) employees who provide administrative services within an integrated system of care for children and families.

This Administrative Officer will be responsible for formulating the budget and overseeing financial management and procurement processes to ensure compliance with local, state, and federal requirements as well as providing strategic leadership and direction for continuous quality improvement, training, and technical assistance to achieve goals of the Division. This position will provide extensive management analysis in support of the Division's mission to provide excellent innovative services that promote safety, protect children, and preserve and strengthen families.

The incumbent is expected to model the department's values of excellence, dignity, integrity, and accountability in performing the following specific duties:
  • Developing and monitoring the departmental operating budget including coordination of the budget process and fiscal compliance review;
  • Creating and implementing policies, procedures, and systems for the identification, collection, and analysis of performance measurement data for quality improvement of the Division;
  • Tracking expenditures, making budget revisions, and evaluating business processes to ensure revenue maximization;
  • Performing the full range of supervisory duties through direct or indirect supervision including hiring, training, conducting performance evaluations, and administering discipline;
  • Coordinating all contract management and administration to ensure effective services are in place including conducting analysis to determine program effectiveness, write specifications, negotiate contract pricing, and monitor contractor performance through subordinate staff;
  • Tracking personnel and personnel transactions to ensure state reimbursable positions for Social Services;
  • Serving as senior leader on the Family Assessment and Planning and Community Management and Planning Teams; and
  • Facilitating strong partnerships with DHS stakeholders including agency directors, managers, direct service staff, service providers, juvenile justice, and school personnel who support the system of care for children and families.
The ideal candidate will have the ability to organize and present complex policy and financial information in a clear and concise manner, both orally and in writing; demonstrated proficiency in the use of the Microsoft Office Suite to summarize data; and critical thinking skills to analyze and recommend solutions.

Selection Criteria

Minimums:
  • A Bachelor's or Master's degree in Public/Business Administration, Finance, Accounting, or related field; and
  • Significant (three years or more) progressively responsible full-time experience in program administration and/or management which included:
    • Budget development and analysis using advanced Microsoft Excel skills;
    • Fiscal tracking and/or reconciliation of accounts; and/or
    • Responsibility for at least one other administrative function such as human resources, procurement, management analysis, program planning, performance management, contracts management or grants management.
Desirables: Preference may be given to candidates with experience in one or more of the following:
  • Developing and monitoring a large complex budget with multiple funding sources in a government or non-profit organization;
  • Policy and program analysis, performance management, and/or program evaluation;
  • Interpreting and applying procurement regulations;
  • Developing or implementing human resources policies/programs and/or managing human resource information;
  • Coordinating projects involving various offices, programs, stakeholders and employees; and/or
  • Monitoring compliance with legal, financial and grant provisions.

Additional Information

Work Hours: Monday through Friday between the core hours of 8:00 am to 5:00 pm with some flexibility.

Permanent, Full-Time Appointments
All jobs are permanent, full-time appointments unless otherwise stated in the announcement. The following benefits are available:

Paid Leave : Vacation leave is earned at the rate of four hours biweekly. Leave accrual increases every three years until eight hours of leave are earned biweekly for twelve or more years of service. Sick leave is earned at the rate of four hours biweekly. There are eleven paid holidays each year.

Health and Dental Insurance : Three group health insurance plans are offered - a network open access plan, a point-of-service plan, and a health maintenance organization. A group dental insurance plan is also offered. The County pays a significant portion of the premium for these plans for employees and their dependents. A discount vision plan is provided for eye care needs.

Life Insurance : A group term policy of basic life insurance is provided at no cost to employees. The benefit is one times annual salary. Additional life insurance is available with rates based on the employee's age and smoker/non-smoker status.

Retirement : The County offers three vehicles to help you prepare for retirement: a defined benefit plan, a defined contribution plan (401(a)), and a deferred compensation plan (457). The defined benefit plan provides a monthly retirement benefit based on your final average salary and years of service with the County. You contribute a portion of your salary on a pre-tax basis to this plan. General employees contribute 4% of pay; uniformed public safety employees contribute 7.5% of pay. Employees become vested in the plan at five years of service. The County also contributes to this plan.

For general employees, the County also contributes 4.2% of pay to a defined contribution plan (401(a)) . The County also matches your 457 contribution, up to $20 per pay period, in this plan. The 457 deferred compensation plan allows you to set aside money on either a pre-tax (457b) or post-tax (457 Roth) basis up to the IRS annual limit. New employees are automatically enrolled with a pre-tax contribution equal to 2% of your base pay.

Other Benefits: The County also offers health, dependent care, and parking flexible spending accounts; long-term care insurance; tuition assistance; transit and walk/bike to work subsidies; a college savings plan; wellness programs; training opportunities; and a variety of other employee benefits.

Permanent, Part-Time Appointments:
Part time employees who work ten or more hours per week receive paid leave and benefits in proportion to the number of hours worked per week.

Limited Term Appointments:
Benefits are the same as permanent appointments except that the employees do not achieve permanent status.

Temporary Regular Appointments:
Temporary regular employees who work 30 hours or more per week are eligible for health, dental, and basic life insurance as described above. They are also eligible for vacation, sick leave, and paid holidays.

Temporary Seasonal and Occasional Appointments:
Temporary employees who work on a seasonal basis or variable hours receive sick leave, but do not normally receive other paid leave or benefits. Exceptions are noted in individual announcements.
