    You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

    Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

    GS-07

    Candidates for the GS-07 grade level must have at least 52 weeks of specialized experience equivalent to the GS-06 grade level in the Federal service.

    Specialized experience for the GS-07 level is defined as:

    • Experience in providing administrative support to Human Resources Specialists (e.g., , organizing information for participants attending new hire orientation, preparing tentative and final offer letters, creating new hire folders, uploading case file documents); and responding to applicant and/or inquiries.
    • Experience in initiating and processing personnel actions (e.g. promotions, resignations, pay changes, new hire actions, change in duty station) utilizing a variety of HR related systems such as (e.g. HR Connect, NFC, WebTA, Electronic Official Personnel Folder (EOPF).
    • Experience in assisting with the resolution of system and data errors arising from the interface of an internal HRIS and external payroll system.

    GS-08

    Candidates for the GS-08 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service.

    Specialized experience for the GS-08 level is defined as:

    • Experience in applying human resources rules, procedures, and operations (e.g. to provide consultative services to customers and HR Specialists to discuss customer hiring plans, assist HR Specialists with evaluating applicant qualifications, draft vacancy announcements, and make job offers to selected candidates); And
    • Experience in initiating and processing of personnel actions (e.g. resignations, pay changes, new hire actions, change in duty station) in a Human Resources information system (HRIS) that interfaces with an outside third-party payroll system;
    • Experience in independently monitoring and resolving system and data errors from the interface of an internal HRIS and external payroll system;

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    Education may not be substituted for specialized experience at this grade level.

    As a general rule, education is not creditable above the GS-5 for most positions covered by clerical and administrative support standard; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position.

    This is a Non - Bargaining Unit position.

    This is a Public Trust position and has a risk level designation of “moderate”. 

    Background Investigation - If selected for this position, you may be required to complete a Declaration for Federal Employment (OF-306), which includes a fingerprint and credit check, to determine your suitability for Federal employment and to authorize a background investigation.

    Probationary Period- If selected, you may be required to complete an initial one-year probationary period. 

    All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice.

    Relocation Expenses are not authorized and will not be paid.

    CTAP and ICTAP candidates will be eligible for selection priority if it is determined that they have exceeded the minimum qualifications for the position by attaining at least a "well qualified" rating of 85 out of 100.     KSA 1 - Knowledge of and skill in applying, human resources rules, procedures, and operations relative to position classification and staffing and recruitment sufficient to perform a wide variety of interrelated and/or non-standard human resources support work.

    KSA 2 - Knowledge of standardized personnel coding and processing procedures to handle forms and other related documentation.

    KSA 3 - Skill in using personal computers, software programs and automated systems to extract, revise or sort information from files, records, and databases. 

    KSA 4 - Ability to communicate effectively to advise HR Specialists, management and applicants on human resource issues and statuses.

    Your responses to the self assessment questions serve as the basis for your initial rating. You will receive a numerical score based on your responses to these questions. Next, your responses will be evaluated by a Human Resources Specialist and/or a subject matter expert against the information provided in your resume and optional cover letter. Your resume must support your answers to the self assessment questions, or your score may be adjusted or lowered accordingly which may affect your overall final rating. The best qualified candidates will be identified for referral to the hiring manager and may be invited for an interview. If referred all relevant documents submitted with your application package will be forwarded to the selecting official, due weight shall be given to performance appraisals and awards in accordance with 5 CFR § 335.103(b)(3), during the interview/selection process conducted by the hiring manager.
