    Time in grade:
    Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-08 grade level for consideration for the GS-09 grade level.).

    For the GS-09 level: Applicants must have one year of specialized experience (equivalent to the GS-08 level) that demonstrates:
    • One year of specialized experience, equivalent to the GS-08 level in the Federal service or equivalent responsibility in the private sector/pay systems that has equipped you with the particular competencies to successfully perform as a Management Analyst.

      Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience includes administrative and resource management experience such as preparing budgets and correspondence. General Human Resources or administrative support experience such as managing calendars to schedule meeting and events. Experience with presenting material to diverse audiences. This experience need not have been in the federal government.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    • Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL), or Interagency Career Transition Assistance Plan (ICTAP): Visit the OPM website for information on how to apply as a CTAP, RPL, or ICTAP eligible.
