Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for this position MUST meet the requirements specified in paragraphs A or B below:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree;
B.A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, you MUST have at least 1 year of specialized experience equivalent to at least the GS-11 level in the Federal service that demonstrates the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. This experience must be related to the work of the position. In addition, qualifying experience must demonstrate the following:
Experience with serials processing in a library environment and the use of automated serials management systems.
Experience in acquisitions, collection development, resources evaluation and source selection for print and electronic serial publications.
Experience communicating both orally and in writing to negotiate contract terms with vendors, develop statements of work and serial policies and procedures, and brief program personnel on serials activities.
There is no substitute of education for specialized experience for the GS-12 position.

Your qualifications will be evaluated on the following knowledge, skills, abilities (KSAs) and other characteristics that are relevant to the duties of this position and must be fully supported by information in your resume:
Knowledge of library technologies, including integrated library systems (ILS), commercial databases, serials and/or cataloging support services.
Knowledge of serials management.
Ability to assess and implement automated library research tools and systems.
Knowledge of a wide range of Federal procurement rules and regulations in order to serve as a Contracting Officer.
