    This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

    If you are selected, you must complete a one year probationary period.

    You must meet time in grade requirements no later than 30 calendar days after the closing date of this announcement.

    You do not need a degree to qualify for this position.

    We are looking for at least one year of specialized experience related to this position as described below.

    To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as Experience that demonstrate accomplishment of information technology and network security operations principles and tools, Continuous Diagnostic and Mitigation (CDM) Program, IT project assignments demonstrating a range of knowledge of computer requirements and techniques. For example, assignments would show, on the basis of general criteria provided, experience in developing project schedules, work in a matrix team structure, and coordinating with others outside the organizational unit in development of project controls; and adherence to established guidelines and policies or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., in an academic discipline related to this position. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

    Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

    GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

    1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

    3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to
    nonverbal cues, and responds appropriately.

    4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:

    -Knowledge of IT security protocols, policies, procedures and methods.

    -Ability to develop, implement and/or coordinate activities for the protection and restoration of IT systems services and capabilities.

    -Skill in providing guidance for the implementation of IT security policies in the development and operation of network systems.

    -Ability to develop recommendations on information systems security protocols impacting Agency IT policies or programs.

    -Ability to implement IT security training and education programs.

    -Skill in written communication.

    -Ability to manage contracts including preparing procurement requests and monitoring technical performance.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
