Overview
The Regional Program Director position is responsible for the overall direction, planning, budgetary, supervisory, and programmatic responsibilities of the Chinquapin Park Recreation Center and Aquatics Facility, and City's Aquatic Program. The Aquatic Program consists of multiple aquatic facilities, including Chinquapin and three outdoor pools. The position is responsible for developing and implementing annual strategic program plans, with a focus on reducing citywide unmet recreational needs and producing programs in line with the City's Resource Allocation Policy. Considerable independent judgment and initiative is required in developing and maintaining the overall recreational and aquatic activities including both community and revenue-producing programs. An employee in this position is responsible for ensuring the existence of safe working conditions for the facility and equipment.

What You Should Bring
Each member of our team is accountable for the outstanding delivery of services to the community. You will work to meet the aquatic and recreation needs of our community. You must have experience programming a recreation center and large, multi-use pools to maximize the experience for our users while also producing revenue generation for the City; be knowledgeable about state-of-the-art aquatic equipment and its operation in a pool environment; and demonstrated experience managing a large and diverse staff. Your experience in the development and implementation of an operating budget and program revenues exceeding upwards of $1 million dollars.

This position manages the Chinquapin Recreation Center and Aquatics Facility, a seven-day-a- week operation, and the City's outdoor pools; your flexibility and ability to accommodate a varied work schedule is important, which may include working at short notice, evenings, weekends, and around holidays.

The Opportunity
  • Develops and implements annual strategic program plans for the assigned facilities, with a focus on reducing citywide unmet recreational/aquatic needs and producing programs with specific resource allocation goals;
  • Prepares and manages the assigned annual budgets and provides justification for additional resources that support the City and RPCA's Strategic Plan Goals as well as established policies;
  • Monthly monitoring and reporting of revenues and expenditures for assigned areas against approved budget;
  • Develops measures for each program/activity to evaluate success, and adjusts as necessary;
  • Represents the Department at public meetings and maintains working relationships with members of the community, including the Center's Advisory Council and other interest groups/stakeholders;
  • Plans, directs and coordinates all activities and staff at the center; establishes related work schedules, work priorities, operating procedures, and maintenance standards;
  • Good knowledge of RecTrac, Munis, Kronos, and Microsoft Office;
  • Oversees the preparation of program section staff descriptions and the related hiring process; approves selection of staff;
  • Coordinates with the Department's Marketing Manager to promote the success of all Center programs/activities; ensures that the implementation of programs/activities are in line with the Department's Strategic Plan;
  • Other duties as assigned.

National accreditation requires park and recreation agencies to meet 155 standards representing elements of effective and efficient park and recreation operations.

Minimum & Additional Requirements

Bachelor's Degree and five years of relevant professional experience or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.

Preferred Qualifications

Master's Degree or satisfactory evidence of completion of a master's degree program within two years of hire; seven (7) or more years of comprehensive knowledge in developing and executing objectives, methods, procedures and principles of aquatic and recreation program management, aquatic and recreation facility planning and design, and administration; excellent oral and written skills; five (5) or more years' experience in leading or coordinating a large and diverse staff team in the management of aquatic facilities and programs; and, experience managing the delivery of community aquatic programs and services including after school and summer aquatic programs, aquatic programs and classes, fee-based programs and activities;

Additional Requirements:

Ability to work evenings and weekends and drive to various program venues to monitor staff and programs; demonstrated experience in planning and designing aquatic and recreation programs and services, aquatic and recreation facility management, coordinating facility usage and aquatic programs, and marketing aquatic and recreation programs and services; extensive knowledge and experience preparing and managing expenditure and revenue budgets and working with recreation software applications in managing recreation facilities and programs; ability to interpret and administer the policies of a large organization; ability to establish and maintain effective working relationships with fellow employees, City officials, and citizens; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
